Webster Acknowledges Tie
to Clubs Who May Show Bias

(JTA)—U.S. Circuit Court

Judge William H. Webster,
Nominated by President
Carter for a 10-year term as
director of teh Federal
Bureau of Investigation,
acknowledged Monday that
he was affiliated with four
St. Louis clubs alleged to
engage in discriminatory
practices, but, he pointed
out, none of them has "char-
ter restrictions on member-
ship at all."
Testifying before the Se-
nate Judiciary Committee
at the firs _ t session of hear-
ings on His nomination,
Webster said he would con-
tinue his membership in the
clubs and "monitor them."

The long- standing struggle
between the Jewish Agency
and the Ministry of Absorp-
tion for control of Israel's
immigration and
immigrant-allsorption
machinery surfaced again
last week when Jewish
Agency and World Zionist
Organization Executives
treasurer, Leon Dulzin reaf-
firmed his intention to work
for abolition of the ministry.
The latest dispute cen-
tered around Absorption
Minister David Levy's trip
to North America with a
package of proposed special
concessions to induce Is-
raelis who have settled in
the United States and
Canada to return home.
Dulzin said he was not
opposed to government
ministers going abroad to
try to stimulate aliya but
insisted that the return of
Israelis living abroad
should be the exclusive re-
sponsibility of the WZO.
