I appreciate your review
of my book "Israel and Me"
in the Detroit Jewish News
of Dec. 23, 1977.
I was appalled, however,
by the heading of the re-
view, charging me to be an
"Ex-Zionist who rejects the
Movement."
Nothing in my book or in
the review corroborates
these accusations. I have
always been and always will
remain a Zionist. I did not
reject the Zionist movement
in my book, nor did P.S. say
that I did in his review.
In "Israel and Me" I
sought to dispel some myths
and to put into focus the
historicity of what the na-
tion known as Israel is
today. I wrote that what
Israel is now and what it
will be in the future, in my
opinion, is the result of his-
torical events with which
the Zionist movement was,
glorious as it was, in-
cidental and peripheral. In
fairness, I believe that this
cannot be denied.
This does not me-an, nor

did I write, that the essence
of Israel as it has developed
and as it is, was not deeply
influenced and molded by
the magnificent, and largely
selfless halutzim who came
to Palestine in the early
years of this century to es-
tablish a socialist oriented
labor-farmer state.
But the crunch of history
cannot be effaced. My only
quarrel with your per-
ceptive reviewer is that my
"Labor Zionist friends will
be 'dismayed', nor will my
observations "carry little
weight with them." They
are realists. And I suspect,
Jews that they are, they are
not unhappy with the possi-
bility of the miracle that
Begin and Sadat are striv-
ing to create.
Finally, to reiterate one of
the themes of my book, per-
mit me to observe sadly,
that it wasn't Begin's Zion-
ism that was "at the root of
Israeli nationality". It was
Hitler's cosmic obscenity
that sent Begin to Palestine
in 1943.

Vance and Brzezinski—are
pursuing peace in the
Middle East with religious
zeal, but on the wrong
track.
Their peace efforts are
based totally on the assump-
tion that there is only one
powder keg in the Middle
East—the conflict between
Israel and the Arabs. But
the Middle East is a collec-
tion of powder kegs, of all
sorts and sizes.
To ignore this fact entire-
ly may make President Car-

ter's peace efforts in the
Middle East the prelude to
war, not peace, in that area.
The biggest powder keg is
the rivalry for control of the
Persian Gulf between Iran
and Saudi Arabia Both are
pouring out their enormous
oil incomes to arm for the
inevitable Armageddon.
But the Shah is the smar-
ter of the two and is exploit-
ing the technological wealth
of tiny Israel, which may
well be the decisive "secret
weapon" in this impending
conflict.

However, there is no mo-
nopoly on wisdom and the
opposing point of view is
entitled to be heard. There
is a procedure under our
Constitution which permits
the delegates from any 25 of
our 300 organizations, to pro-
pose constitutional revision
but none of the delegates
has taken the initiative to
place this procedure in mo-
tion.
Although I oppose many
of the proposed changes, I
recently repeated a long-
standing offer to have our
staff render advice to any
delegate who requests guid-
ance in following the cor-
rect amendment processes.
I now understand that a
delegate has requested such
assistance and I expect that
the issues will be before the
Delegate Assembly in -due
course.
Some delegates feel that
the deficiencies which they
observed in Council pro-
gramming go beyond con-
stitutional issues. They be-
lieve that many cf the
community relations and
other activities and posi-
tions of the Council do not
accurately reflect the views
of our affiliated organiza-
tions.
While I do not share this
attitude I am confident that
our procedures are ade-
quate to assure a fair hear-
ing of all viewpoints.
All decisions of our Exec-
utive Committee can either
be appealed to the Delegate
Assembly or, if no appeal is
taken, delegates are free to
move that any matter be
added to the agenda of our
assembly meeting.

Some of the writers of
letters to Readers Forum
believe that certain oper-
ating procedures of the
Council ought to be
changed.. My only response
is that no change is neces-
sary if the desired pro-
cedures are . already in ef-
fect:
• Copres of our budget are

available for s examination
by the delegates.
• All committee meetings
are open to the delegates as
observers.
• Delegates are free to
vote and advocate their own
convictions even if their po-
sitions are at variance with
those of their organization.
