Chaim Herzog Denounces the UN Double Standard
Regarding Israel's Relations With South Africa Regime
Editor's Note: Israel's
Ambassador to the United
Nations, Chaim Herzog,
answered those who
accused Israel of condoning
apartheid in South Africa,
on Nov. 17 in a statement
delivered before the UN
General Assembly. Here
are his remarks .

The position of the
government of Israel with
regard to apartheid
remains unchanged and
indeed our position as a
people has remained
unchanged for more than
3,000 years.
- The basic tenets of
Judaism, as enshrined in
the Bible, are totally
irreconcilable with any
form of racism and racial
discrimination. The dictum
that "God created man in
his own. image" (Genesis
1:27) applies to all people
of all races.
We are ourselves a
multiracial people of all
colors and backgrounds,
whose religion can be
freely adopted by all,

regardless of race, color or
sex.
But the traditional Jewish
support for the struggle
against racism stems not
merely from a deep-rooted
abhorrence of the very
notion of discrimination
based on race, color or
creed, but also from the
fact that for centuries the
Jewish people have been
the-classic victims of racial
discrimination. Our ancient
history began with slavery
and the yearning for
freedom.
Once again, we have
witnessed the Special
Committee Against
Apartheid applying the
most cynical double
standards to its
proceedings, and engaging
in such, selective duplicity
as to cast serious doubts on
its very credentials. I
refer, of course, to the
Committee's report
contained in a document
entitled "Relations Between
Israel and South Africa."
If the Committee's
purpose and raison d'etre is
to attack Israel, then it is
undoubtedly performing its
function. If, however, its
purpose is to combat the
policies of apartheid and to
expose all relations with
South Africa, then the
Committee has betrayed its
mandate and failed both
the General Assembly and
the African world.
If the Special Committee
Against Apartheid has
decided to use the press for
a published polemic against

Israel, and if a resolution is
to be proposed on this
basis, then the least this
Assembly can do is demand
that the same source be
used without discrimination
to expose all relations with
South Africa.
Since the Committee has
failed in its duty, I have no
choice but to reveal the
facts and statistics as they
are and to put Israel's
relations with South Africa
into proper perspective.
International financial
statistics reveal that
Israel's trade with South
Africa constitutes a mere
two-fifths of one percent of
South Africa's foreign
trade. The question of who
carries on the remaining 99
and three-fifths percent of
South Africa's $14.5 billion
trade is a question the
Special Committee clearly
felt was unimportant.
The United Nations
Association, in its monthly
newspaper, has made quite
clear who accounts for the
other 99 and three-fifths
percent of South _ Africa's
trade. An article entitled
"Who trades with South
Africa," stated:
"The list of nations which
currently trade with South
Africa is as long as, and in
many cases identical to,
the roll call of states which
have proclaimed their
hostility to the apartheid
regime. As indicated above,
it includes all manner of
countries rich and poor,
communist and
non-communist..."

be maintained and indeed,
according to some reports,
have been increased.
It is noteworthy that
President Nyerere of
Tanzania himself was
constrained to complain
about the hundreds of
millions of dollars worth of
trade between the Arab
states and South Africa in
which they_exchange oil for
gold. Referring to the
massive increase in the
price of gold, President
Nyerere stated: "This is
Arab money — and most of
it is going to South Africa."
The absurdity of singling
out Israel has reached
heights in the accusation
levelled against us in the
matter of arms supplies.
We have understood this
issue to have been resolved
by the recent Security
Council resolution declaring
a mandatory arms
embargo, because in
formulating our policy after
the adoption of Security
Council Resolution 418 we
shall act in accordance
with that resolution. One
wonders therefore what
purpose is served in this

debate by flogging a dead
horse.
The Special Committee
Against Apartheid has
knowingly concealed
information from this
General Assembly and
thereby done a grave
disservice to the struggle
against racism. It has
chosen to smear Israel as a
cover-up.

I must confess that until
I examined the many
recent articles analyzing
foreign trade and
investment in South Africa,
I myself was unaware of
just how minuscule was
Israel's proportion of that
total.
In The New York Times
on Nov. 6, for example, I
learned that Europe's
investment in South Africa
amounted to more than $13
billion, that Africa has
invested $572 million, and
Asia $400 million. Israel's
total investment in South
Africa is in the thousands
of dollars and comes, I
believe, to something in the
region of approximately
one-tenth of one percent of
the investment in South
Africa of Asia alone.
If ever we saw an
example of bare-faced
hypocrisy, it was reflected
in the statement in this
debate by the
representative of Kuwait
attacking Israel and
denying any connection
between Kuwait and South
Africa, while we know that
members of the Kuwaiti
ruling family continue to
hold what is, in effect, the
controlling interest in the
London and Rhodesia Corp.
True, after my
revelations to this
Assembly last year. the
son-in-law of the ruler of
Kuwait hastily resigned
