Community Council Defense Hit

I believe that Mrs. Brot-
man failed to address the
issues involved in Dr.
Steinhardt's criticism of the
Jewish Community Council.
• She failed to show that
there is any true democratic
choice by the delegates af-
ter the "open and free nomi-
nation."
• She failed to make
comparison with other cities
— which have more demo-
cratic representation.
• She failed to give spe-
cifics on how many times
the assembly voted on con-
troversial issues.
• She failed to state that
the total time for free and
open discussion hardly ex-
ceeded one hour during the
whole year (if items for
official announcements are
excluded).
• She failed to change the
impression that the assem-
bly is not consulted on im-
portant issues, that even the
executive committee was
not consulted on the 40th
anniversary.
I therefore think that Dr.
Steinhardt's suggestion for
a blue ribbon panel in-
vestigation of the situation
appears valid indeed.

In her defense of the Jew-
ish Community Council,
Mrs. Brotman either mis-
read or, mistakenly report-
ed that Dr. Steinhardt had
said that the Jewish Com-
munity Council did not pass
a resolution on the "Zionism
is Racism" issue. It did,
and Dr. Steinhardt reported
that fact.
The point which he was
trying to make, by using
this example, is that the
executive board of the Coun-
cil, is often, not responsive
to the needs of the commu-
nity. In this case, the Coun-
cil, after a great deal of
internal struggle, passed a
resolution which was weak
and evasive. Mrs. Brot-
man's reason that others
"were doing a better job for
us that we could possibly do
for ourselves" indicates this
unresponsiveness to which
Dr. Steinhardt referred.
Mrs. Brotman speaks of
the Council's nominating
committee. She mentioned
the openness in the dis-
cussion within the com-
mittee. I do not think that
anyone would dispute this
assertion. Yet, in her intem-
perate way, she, again,
missed the point which Dr.
Steinhardt was attempting
to make. That is, how demo-
cratic is the Council's elec-
toral process? Under the
present electoral system,
how difficult is it for a
person who is not on the
slate to be elected to the
board? Does the elector
really have a free choice?
Mrs. Brotman is correct-
when she states that there is
not enough time for the
delegate assembly to decide
on every issue. She is also
correct in stating that, be-
cause of the diversity of its
constituency, the Council
cannot always find agree-
ment on various issues. Yet,
it is also known that the
CounciL through its execu-
tive board, has taken the
leadership and committed
itself on some controversial
issues.
It is better that the child

I will not judge whether
the stands which are taken
are positive or negative. I
will say, however, that Mrs.
Brotman's statements are
convenient shields to stand
behind when a criticism is
made. It is clear that when
the executive board wa:
to pursue an issue, it wh.,
with or without the consent
of its constituents.
Mrs. Brotman, unfortu-
nately, reacted personally
to Dr. Steinhardt's letter
without explaining the ques-
tions that were raised.
Whether one agrees or dis-
agrees with his conclusions,
the questions must be con-
sidered.
Echoing Mrs. Brotman, I,
too, think that the Jewish
Community Council has
been an important force in
Detroit. Yet, I must add
that, if it is to continue to be
viable in our community, it
must deal with its critics in
an open and constructive
manner, not dismiss them
in the intemperate way that
Mrs. Brotman did in her
letter.
An open community is a
vital and active one. We
must, all, work toward that
goal.
