"One should give a chance to the negotiating proc- ess. One should not com- plicate things by unnecessary questions," he told reporters. However, he reiterated that Israel's plan to grant autonomy to West Bank Arabs was widely regarded as "fair." He said it provided "full autonomy in every walk of life" for what he termed "Eretz Yisrael Arabs and full security for Eretz Yis- rael Jews." Before Carter's arrival in Egypt, Begin publicly urged Sadat not to ask the United States to put pressure on Israel. "I never asked the - U.S. to pressure Egypt," Begin said in the course of remarks to newsmen after a five-hour Cabinet meeting Tuesday. "With all friendship and respect, we (he and Sadat) are representatives-of ancient and free peoples and we should conduct our negotia- tions as free men, without the need for any external pres- sure upon anyone," the Pre- mier said. The Cabinet met in closed session, sitting as a ministerial defense committee, and no information was giVen as to its deliberations. But Begin con- firmed earlier reports that the special session had been called to discuss the upcoming nego- tiations with Egypt. - Begin said he was surprised by the remark of King . Hussein of Jordan Sunday that he found nothing constructive in Israel's -peace proposals. "Everybody who has studied Israel's proposal found it to be a serious basis for negotia- tions," he said. Israeli_officials expressed some anxiety over the Carter- Sadat meeting. Observers expect Washington will seek to persuade Arab moderates and Israel to accept Begin's plan for self-rule for the West Bank and Gaza Strip as a transitional step only that might lead to a great measure of independence for the West Bank with close ties to Jordan. Carter is believed to have tested that approach at his meetings with the Shah of Iran and King Khaled of Saudi Arabia. But there is little enthusiasm in Israel, espe- cially within Begin's inner circle, for the transitional idea or the • link-with-Jordan aspect. Sources close to Begin point out that the pre- sent Israeli proposals do not 'cede sovereignty on the West Bank to Jordan but leave that issue open. The fear is that a West Bank federation with Jordan would inevitably vest sovereignty with that country. Meanwhile, Victor Shemtov, Mapam's new political_ secre- tary, said that his party - will "support any plan" of Premier Begin "that will prevent war" and warned that if progress towards peace is - not realized within two. to three months some forces within Israel may emerge that will jeopardize the process and destroy chances for peace. He described Begin as a dove in his plan for Sinai but a hawk with regard to his plan for the West Bank. The Mapam leader said that preventing any impediment toward peace is the prime function of his party at this time. He also said that Mapam will hold a discussion within six months on ways to help revitalize the Labor move- ment. This, he stated, will have to include a change and a rejuvenation of the move- ment's leadership. Shemtov also announced that- Mapam was planning to launch an urban youth move- ment that will parallel Hash- omer Hatzair, which will con- tinue to function as an educational youth movement. The new urban youth move- ment, he said, will be aimed at mature youths and will func- tion as a kind of young guard of Mapam. Begin also received support from the La'am faction of Likud, which voted 54-16 to support his peace moves. But, .former Foreign Minister Yigal Allon criticized Begin for not using the settlements established in the Rafah salient, Sinai and the Jordan Valley by the previous Labor Alignment administration as factors in his negotiations with Sadat. Addressing an emergency .meeting of the Labor-oriented Kibutz Hameuchad movement, Alton denounced Begin's plan to allow the Sinai settlements to come under Egyptian • Royal Oak - 541-0082 sovereignty. He was also critical of the offer of autonomy to the West Bank and Gaza Strip Arabs. He urged the kibutz movement to speed up the establishment of new settlements in the admin- istered areas and to increase support for the existing settle- ments. Spokesmen for the Jor- dan Valley settlements said they had difficulty recruiting new settlers because of the uncertain future of the region. At the same time, senior Cabinet ministers sought to reassure alarmed settlers in northern Sinai and on the West Bank that Begin's peace plan would not compromise their security although it would require them to adjust_ to certain new conditions. They stressed that this was 4.4.4.4 in the interest of peace, that most of the nation firmly sup- ported the government's peace momentum and there was no turning back. Foreign Minister Moshe Dayan and Minister of Agricul- ture Ariel Sharon brought that message to 3,000 settlers from the Rafah 'salient and Yamit assembled at Sadot in northern Sinai, a region that would be returned to Egypt under Begin's plan.
