Aja Espil, the three human rights leaders noted your government's pledge to President Carter that the human rights situation in Argentina would show marked improvement by Christmas." Human rights groups in New York have expressed growing concern over the unexplained disappearance of thousands of Argentine citizens. Reports tell of men dressed in civilian clothes, reputed to be security agents, taking people out of their homes in the middle of the night. Some are never seen again, according to these reports, others are detained, frequently for long periods of time, without explanation. While the total number of such incarcerations is unclear at present, it is known that during the visit by Secretary of State Cyrus Vance to Argentina in November, a computerized list containing some 7.500 names was delivered to the Foreign Ministry. In a related development, the American Jewish Committee has urged Argentine President Jorge R. Videla to release Jacob° Timerman from- prison and to ifermit him and his family to leave the country. Timerman, editor of the liberal, pro-Zionist Argentine newspaper, La Opinion, and one of the most prominent men in his country, was dragged from his home before dawn last April 15 by armed men in civilian clothes, who turned out to be army officers. He has been held in jail for the past eight months, and deprived of his civil rights and property, although no formal charges have been made against him. In Buenos Aires, the Arabic daily As Salam wrote that the Argentine Arab community, which it claimed, numbers over two million, has contributed much to build Argentina and should not import overseas differences. Peace and work should replace hate and conflicts, the paper said. In an apparent reference to the Mideast peace momentum launched by the "impossible between Egypt and Isra As Salam said the Arabs must recognize that Israel exists, that 'Jews have their country and nobody can deny their right to it. But Jews must equally admit that they—appropriated part of other peoples' country and must return it, As Salam wrote. Palestinians also exist and have their rights. Accepting both realities will ease the way to peace and hatred will diminish, the paper said. Republican Group Advocates West Bank Free Trade Zone • WASHINGTON (JTA).—The Ripon Society, a national Republican Party research and policy organization, in a policy paper issued here, recommended that the parties involved in seeking peace in the Middle East consider establishment of all or part of the West Bank and Gaza Strip as a free trade zone. The paper declared that the status of the West Bank remains the most difficult problem to be faced in reaching a settlement. However, it suggested that by setting,the problem in the proper economic context, the intensity of the political dispute might be lessened. Questions of sovereignty and authority could be negotiated in an atmosphere where the' focus would not be on "the all or nothing question or whether the West Bank should immediately be set up as a sovereign nation," the society declared. The paper, issued last Friday, cited the existence of 30 jurisdictions having free ports or free trade zones, including Aqaba in Jordan; and Suez Canal cities in Egypt; Bierut, and Bahrain in the Middle East. Such areas generally provide for removal of taxes, tariffs and other controls that are barriers to free trade. They allow industries which are located there to operate with minimal taxes and restrictions on investment. The society suggested that such a zone on the West Bank could become a trade and investment gateway to surrounding countries and perhaps to the entire Middle East, replacing war-torn Beirut, and provide employment to the present Palestinian residents of the West Bank, and thus assure stability to the area as a whole. "The free-market orientation of such a zone would ensure the permanent exclusion of the Soviet Union from the area, and pre-empt the possibility of a radical socialist -.Palestinian state of the model of Cuba," the society said. The paper also declared that the establishment of a free trade zone would provide an opportunity for self-determination for the Palestinians while protecting the security interests of surrounding - states. Elected West Bank representatives — might exercise merely local government functionis or agreed-upon kinds of international representation," the paper stated. "However, because of minimal taxing authority, the authority would be unable to suppo a military buildup threatening to Israel or Jordan." A policy of the authority to protect existing residents of the West Bank from the loss of their land •I-Tough sale as well as force would allow the Palestinians to benefit more from the economic expansion, the society asserted, adding that such a "non-alienation" policy would create—in a literal - sense—a Palestinian homeland.
