TEL AVIV — For the first
time Bedouins of the Negev
have registered a kibutz
member in the Golden Book
of the Keren Kayemet. He
is Arye Efrat from Kibutz
Dorot. He came to Israel in
1940 from Czechoslovakia
after suffering in prison and
the concentration camp. He
escaped from Czechoslova-
kia a month after the out-
break of the Second World
War.
Efrat was 19 years old
when he came to Israel.
Since 1938 he prepared him-
self for aliya and learned
Hebrew and Arabic. In the
kibutz, which he joined in
1941, he continued to study
Arabic. He was a frequent
visitor to the cafe in the
Arab village near the ki-
butz. He _spent his last pen-
ny in order to stay in the

WASHINGTON (JTA)—
President Carter's new pol-
icy of restraint on the sale
and transfer of - weapons
abroad could affect Israeli-
American military arrange-
ments, sources here con-
firmed this week. The Pres-
ident announced his
intention to cut down arms
-sales.
The State Department
said that the U.S. "guide-
lines" on arms now is to
ban the introduction of ad-
vanced weapons and equip-
ment that would signifi-
cantly elevate the recipient
country's military power; to
impose restraints on the
- co-production of advanced
weapons systems, and to
control the transfer of
weapons to third parties.
A major issue between
Israel and the U.S. has been
Israel's request for co-pro-
duction rights for the Amer-
ican F-16 jet fighter and
other sophisticated military
equipment. The U.S. so far
has withheld that authority
which Israel seeks for eco-
nomic as well as military
reasons.
Israeli sources confirmed
that bilateral matters were
discussed between - Premier
Menahem Begin and Presi-
dent Carter at their White
House meetings last week-
end.

Bye-Bye Liberals?

TEL AVIV (JTA)—The
decimated Independent Lib-
eral Party, reduced from
four seats to one in the
Knesset in last May's elec-
tions, may disappear from
Israel's political map if its
sole MK, Gideon Hausner,
joins Likud. Rumors abound
that such a move is immi-
nent.

have not forgotten him. The

sheep, rice, Turkish coffee.

was their decision to regis-
ter Efrat in the Golden Book
of the Keren Kayemet

ate his memory.
In their dedication in the
Golden Book they wrote:
"After long years of com-
mon activity to build a
bridge, mutual under-
standing and friendship."
There follows a passage
from the Bible saying that
"He embraced firm, fell
upon his neck and kissed
him."

help. The tractor replaced
the camel. Agricultural
work in the Negev was mod-
ernized. Agricultural spe-
cialists came from abroad
to study the Israeli agricul-
tural development of the
Negev.
The Bedouins became so
fond of the modern • tech-
nology and machines, that
they put away their camels.
The number of camels in
the Negev has decreased in
recent years. Bedouins
started to work in factories,
hotels and restaurants.
Efrat told us, that in the
beginning the Bedouins dis-
appeared from work when
they received their first
paycheck. He had to work
hard to convince them that
these were steady jobs.
They had to adapt them-
selves to working conditions
in the country. They follow
the Jewish way of life.
The revolutionary
changes in the life of the
Bedouins did not bring them
closer to the Jews. Efrat
thinks that the young Bed-
ouins are radical.
Now Efrat has decided to
go back to his kibutz. He
has neglected his home and
family for years working for

Being the shepherd of the
kibutz, he met during his
work many Bedouin shep-
herds and talked to them in
their own language.
In 1942, the kibutz decided
to appoint Efrat to "mukh-
tar" (sheriff) owing to his
close and friendly contacts
with the Arab neighbors and
Bedouins and knowledge of
Arabic. He used to ride on
horse to the Bedouin tribes
in the Negev, and to help
them settle their affairs in
the government offices in
Gaza and Beersheba.
The Bedouins - respected
and liked him. He was re-
garded as one of them, ac-
quiring their habits and
manners.
In 1947 his Arab friends
warned him, that he and his
kibutz might be endangered
by Arabs, who were incited
by Arab nationalists.
Efrat later became the
director of the Arab depart-
ment of Histadrut. When
Moshe Dayan became Min-
ister for Agriculture, he ap-
pointed him as representa-
tive for Bedouin affairs. The
