20 camps last summer, ac-
cording to Melvin D. Free-
man, area director for cen-
tral *placement, guidance
and reach-out of the Feder-
ation Employment and
Guidance Service.

its 27th international con-
vention in Toronto on Sun-
day. USY is the high school
youth movement of the
United Synagogue of Amer-
ica, with more than 25,000
members in 500 chapters.

mer counseling program
was a special part of the
FEGS Project Career Plan-
ning, which he described as

vocational guidance reach-
out program for young
people 13 to 21 years old
which the FEGS currently
conducts in synagogues,
community centers and
Jewish day schools.

MONTREAL (JTA)—For
the first time in the history
of international civil avia-
tion, a proposal submitted
by Israel to improve stand-
ard regulations for the
safety of airports and sur-
veillance in and near air-
ports was supported by the
Soviet Union, and Morocco
along with the United
States, Canada, Britain,
France and Japan.
Spain and Pakistan were
the only countries to object
to Israel's proposal which
was presented Dec. 15 to the
International Civil Aviation
Committee on Unlawful In-
terference wth Civil Avia-
tion.
The new regulations will
be incorporated in the inter-
national convention of the
civil aviation's organization.
