West Bank Arabs Go to Cairo, Pledge Support of Peace Effort

nians from the West Bank
went to Cairo last week to
express their support di-
rectly to President Anwar
Sadat of Egypt for his peace
initiative and to wish suc-

ence.
West Bank students con-
tinued to demonstrate
against the conference in
several towns last week.
But the projected trip to
Cairo by local notables rep-
resented the first major set-
back for the Palestine lib-
eration Organization in the
territory since PLO-backed
mayors won land-slide vic-
tories in the West Bank mu-
nicipal elections of April,
1976.
Their decision to go to the
Egyptian capital apparently
was promoted by the warm
reception the Egyptian au-
thorities gave to a large
delegation of Gaza Strip

The first West Bank dele-
gation was headed by Abdul
Rauf Fares, a former mem-
ber of the Jordanian parlia-
ment who was one the
first West Bankers to
to speak
out in favor of Sadat's in-
itiative. About 200 people
had signed up for the trip.
The second delegation
was headed by Hussein
Shuyuhi, a lawyer who has
been trying to organize a
political movement on the
West Bank to counter-bal-
ance the PLO.
The third was headed by
Burhan Jaabari, son of the
former Mayor of Hebron,
Sheikh Moshammed Ali el-
Jaabari, who has close ties

U.S. Pledges Aid
to Peace Efforts
of Menahem Begin

WASHINGTON, (JTA )—
The Carter Administration
continued to speak of Pre-
mier Menahem Begin's
"constructive approach - to
a Middle East settlement in
the wake of his proposal to
grant - home rule'' to the
Arab population on the West
Bank and the Gaza Strip.
Administration spokes-
men stressed at the same
time that the focus of
Middle East negotiations
now returns to Cairo and
that the U.S. would do what
it could to facilitate prog-
ress in a -supportive role."
They declared that the
U.S. shares the
"dedication" of Begin and
President Anwar Sadat for
a "comprehensive Middle
East peace."
White House Press Secre-
tary Jody Powell indicated
that Begin's formula for the
West Bank and Gaza Strip
was discussed in his meet-
ings with President Carter
over the weekend. He reite-
rated the President's appre-
ciation of Begin's approach
to the political process now
unfolding.
At the State Department,
chief spokesman Hodding
Carter said, "We believe he
(Begin) and President Sa-
dat are taking important
steps toward a just and
comprehensive peace - and
"we also appreciate the se-
riousness with which the Is-
raelis have developed their
new proposals."
In response to questions
about Palestinian participa-
tion in the settlement proc-
ess, Powell recalled Car-
ter's recently expressed
antipathy toward the Pales-
tine Liberation Organization
which he called "completely
negative."
However, the White House
press spokesman would not
discuss the role of - Palesti-
nian Arabs" in negotiations,
saying that to do so would
mean -addressing ourselves
into the discussions to take
place."

Interior, lead the fourth de-
legation which includes a
group from Jericho.
None of the delegations
included top ranking West
Bank leaders. Two of the
latter, former Jordanian
Defense Minister Anwar
Nusseiba and Anwar el-Ha-
tib, former Jordanian Gov-
ernor of the Jerusalem dis-
trict, are believed to be
watching developments in
Cairo closely before decid-
ing which way to throw
their support.
Arrangements for the trip
to Cairo were made through
the Egyptian Ambassador
in Amman.

government will need the leadership of Leon Dulzin in the World

Dulzin to that post may depend on the strength of his supporters,
the ZOA and the ZOD being among his most emphatic backers.
It is urgent, therefore, that the largest possible ZOA delegation be
elected to the forthcoming World Zionist Congress where the vital
decisions will be .made.
The urgency of sending a large ZOA delegation to the WZCongress
is apparent.
It is a necessity as a means of upholding the hands of Prime
Minister Menahem Begin and his colleagues in a government that is
striving for peace and for the closest cooperation with American
Jewry.
To assure fulfillment of the vital needs advocated by the ZOA in
cooperation with Israel's leaders, you are urged to vote

Premier Menahem Begin has told Nissim Cohen, president of the World Federation of Sephardic Jews,
that opposition to the election of Likud's candidate, Leon Dulzin, as head of the World Zionist
Organization and Jewish Agency will be regarded as an unfriendly act against the government. Begin
said the same to Mrs. Charlotte Jacobson, a leader of the Confederation of United Zionists. He
assured all that he will do everything in his power to see that Dulzin is elected.
