Geneva to Ratify
Peace Settlement,
Brzezinski Says
NEW YORK (JTA)—
Zbigniew Brzezinski, Presi-
dent Carter's National Secu-
rity' Affairs Adviser, said
that while the Geneva oc-
nference may no longer be
necessary to achieve a
peace agreement in the
Middle East it may still-be
needed to ratify any agree-
ment that is achieved at the
Cairo conference:
Appearing on ABC-TV's
"Issues and Answers,"
Brzezinski denied that the
Geneva conference had
been an "objective" of the
Carter Administration.
"Our objective has been
movement towdard a settle-
ment," he said. "If that
objective can be ap-
proached through other
steps, those steps _ will be
pursued."
Brzezinski added that "ul-
timately we will need some
mechanism for ratification
of the final negotiations if
agreements are made out-
side of Geneva, and that
instrument will be Geneva."
