There are certain facts of
life that must be considered
as the NEP (Israel's New
Economic Plan) process is
settling in. These facts, if
recognized and accepted,
can, I believe, go a long
way towards producing an
inflow of foreign capital into
Israel, resulting in in-
creased exports and the fi-

gap in her balance of pay-
ments.
Israelis must face up to
the fact that the basic prob-
lem of their economy has
been the very serious defi-
cits in Israel's balance of
payments accompanied by a
staggering inflation over the
past few years.
Israel must export to sur-
vive. Israeli companies al-
one cannot produce suf-
ficient export sales to close
the gap in Israel's balance
of payments. Israel needs to
develop 10-20 large con-
glomorates. Small com-
panies cannot afford the
costs of research, automa-
tion equipment and over-
seas marketing Israel
needs foreign companies to
invest in Israel, supply
know-how, _ production tech-
niques, marketing and capi-
tal.

falls flowing from NEP.

sions in the tax structure
appear to be the best way to
offset the effect of "the rich
get richer and the poor get
poorer". A return to sub-
sidies cannot be the answer
as it will only produce an-
other round of price increas-
es and further controls.
-The impact of NEP on
Israeli workers' salaries
must be carefully thought
through. Massive strikes
will not provide the answer.
Foreign investors go where
there is labor tranquility
and stability.
Salaries will be adjusted
upward through greater
productivity - through the
elimination of disincentives
for overtime worked, etc.
Hopefully NEP will present
opportunities for increased
earnings through greater
productivity.
It is difficult for an Israeli
worker to consider NEP
benefits long term while his
or her present purchasing
power has been materially
reduced. Workers must see
that NEP, long term, will
provide an improved stand-
ard of living, less depend-
ency on government, freer
movement of goods and sup-
plies, greater job opportu-
nities, lower taxes, etc.
I believe NEP, through
increased investments and
stepped up exports will pro-
vide a better standard of
living for Israeli workers.
We in America accept
NEP as a signal to seriously
consider Israel as a place in
which to invest. The Com-
mittee for the Economic
Growth of Israel, volunteers
in the United States, will
accept NEP as a challenge
