A former Detroiter, Rabbi Parzen is presently associ- ated with the Herzl Institute in New York. His brochure, "The En- largement of the Jewish Agency for Palestine : 1923- 1929," subtitled "A Hope- Hamstrung," is a reprint of Rabbi Parzen's article in the current issue of Jewish Social Studies. In his review of the back- ground of the approaches of Zionist leaders to the non- Zionists, Rabbi Parzen de- scribes the inner conflicts in Zionist ranks in which Dr. Stephen S. Wise, Justice Louis D. BrandeiS, Dr. Chaim Weizmann, Nahum Sokolow and others had sig- nificant roles. There was a measure of bitterness in the process, with the Revisionist forces under Vladimir Jabotinsky and primarily Louis Mar- shall as the major Ameri- can Jewish leader in impor- tant roles in the negotiations. Why was the "hope ham- strung," as Dr. Parzen la- beled his essay? The con- cluding summation provides the answer. As Dr. Parzen asserts: "The enlarged Jewish Agency did not fulfill the hopes which were expected of it due to a number of crippling misfortunes. Both parties were basically un- happy and even dis- appointed with the course of events. It is difficult to sub- merge an ideal of gener- ations to the strains and compromises of practical affairs. "On the other hand, the non-Zionists became dis- illusioned because their an- ticipation that Palestine would serve as a secure haven for European Jews in need of immigration was foiled by events beyond their control. "Almost from the begin- ning, the enlarged JA was confronted with a series of grave political and security problems which continued to plague Palestine until the outbreak of World War II. The intermittent Arab at- tacks on the Jewish popu- lation resulted in official in- vestigations, followed by a series of white papers which tried to appease the Arabs by whittling down the con- cept and status of the Jew- ish National Home. This process culminated in the MacDonald White Paper of 1929 which, in effect, crys- tallized the Jewish National Home as a minority enclave within an Arab state. "Another tragedy affect- ing the Jewish Agency was the sudden death of Louis Marshall, in Zurich, on Sep- tember 11, 1929—a fortnight after the creation of the enlarged Jewish Agency. His widsom and leadership were missed at every turn during the catastrophic 1930s. "No less distressing was the death of Lord Melchett (Sir Alfred Mond) on Dec. 29, 1930. In him the agency lost a stalwart friend and an influential statesman in Britain's political and eco- nomic life.
