Begin Says Climate for Geneva Good Despite Arab Split

LONDON — Menahem
Begin, looking rested and
relaxed after recovering
from an upset stomach, said
that, despite the divisions in
the Arab world over Presi-
dent Sadat's peace moves,
prospects were still good for
reconvening the Geneva
conference, although the
picture would become clear-
er in the next few weeks.
Addressing a crowded
press conference before fly-
ing back to Israel Wednes-
day, the Israeli premier
said he hoped to hear about
the attitude of the Soviet
Union, a co-chairman of the
Geneva conference, from
Phillip Habib, the U.S. un-
dersecretary of state, who
has visited Moscow, when
he accompanied Cyrus
Vance, the secretary of
state, during his Middle
Fast tour. However, Begin
sharply denounced the So-
viet Union's "negative" at-
tacks on President Sadat,
whereby it was aligning it-
self with the most extreme
elements seeking Israel's
destruction.
Begin said he hoped that
Syria, despite her breach

with Cairo, would, never-
theless, attend the peace
talks, and that even if Syria
stayed away, Jordan would
participate.
"When we talk to King
Hussein we shall have many
offers for him", he said
when asked about territorial
compromises on the West
Bank.
However, if Israel and
Egypt were left to negotiate
alone, apart from the co-
chairmen of the Geneva
conference, then they would
have to decide whether such
talks would be defined as a
Geneva conference or in
some other way.
On the basics of a settle-
ment, Begin reiterated his
distaste for international
guarantees of Israel's secu-
rity.
"In our experience, there
is no international guaran-
tee that can guarantee an
international guarantee,"
he said, citing a string of
historical precedents —
from pre-war Czechsolo-
vakia, to the tripartite
agreement in the Middle
East in the early 1950's and
assurances over navigation

His briefest reply was
when asked what he meant
by readiness to deal with
"the true representatives"
of the Palestinian Arabs. He
said simply : "we shall find
them."
Begin expressed con-
fidence that his nation will
eventually sign peace
treaties with all of its Arab
neighbors. "It will take
some time, but we are al-
ready on the road toward
peace," he said.
British Primie Minister
James Callaghan and
promised to urge the other
leaders of the European
Economic Community to
cease making suggestions
about a Middle East
settlement which Israel
regarded as a risk to her
population.
Begin and members of his
party were reported to have
suffered food poisoning at
one of his meetings.
Despite his upset stom-
ach, Begin 'did manage to

they felt a need to come up
with something to match
the magic and excitement
of Christmas. In the 1950s,
some enterprising Jews in-
vented the Hanuka bush, an
ersatz Christmas tree. Since
the bush was too blatant to
fool anyone who chose not to
be fooled, the same people
invented the electric men-
ora.
The little jar of oil that
burned miraculously for
eight days at the Mac-
cabees' victory was re-
placed by an electrified win-
ter lighting effect in the
Jewish living room window,
yet another Jewish answer
to Christmas.

BBYO Campaigns to Take
'Christmas' Out of Hanuka

WASHINGTON—The Bnai
Brith Youth Organization is
campaigning to take all
signs of Christmas out of
Hanuka and re-establish the
festival of lights as a major
Jewish holiday celebrating
Jewish awareness and the
rebirth of the Jewish state.
Rabbi Mordecai Schrei-
ber, BBYO Jewish educa-
tion director, characterizes
the American use of Hanuka
as a Jewish answer to
Christmas as "The Miracle
of the Electric Menora." He
says it all started with the
Hanuka bush, or, rather, the
Christmas tree.
