Con- trary to press reports, the Cairo conference though bil- led as preparatory for a large Geneva conference, will be concerned with sub- stance and not merely pro- cedural and technical ar- rangements for Geneva. Some observers predict that Israel and Egypt may reach a separate agreement in Cairo ending the state of war between the two coun- tries. Begin and Sadat have said repeatedly that such an accord was not their in- tention at this time. But observers believe Sadat may find himself carried along by the momentum of his own initiative and decide that he might as well reach an acceptable agreement with Israel inasmuch as the other Arab parties to the conflict refuse to follow his lead. One source pointed out that with the best will in the world Israel cannot nego- tiate over the Golan Heights and the West Bank if the Arab parties directly con- cerned refuse to come to the table. The result could be a deal with Sadat in Sinai that would formalize the Egyp- tians' pledge not to go to war with Israel again. Both countries could agree to leave open the oth- er issues of the Mideast conflict pending full peace treaties. Begin informed the Knes- set on Monday that Israel had accepted Egypt's in- vitation. He flatly rejected calls both from within and outside his governing coali- tion for a "parallel Israeli gesture" to President An- war Sadat's initiative. "The gesture of his (Sadat) ) corn- ing (to Jerusalem) was an- swered by the gesture of his reception here," Begin de- clared. He appealed to Israel's other neighbors to follow Sadat's example and enter into direct negotiations with Israel. He said he was ready to meet anywhere with President Hafez Assad of Syria. Israel conveyed its ac- ceptance through its UN ambassador, Chaim Herzog, who met twice in two days with Ambassador Abdel Es- mat Meguid of Egypt. Me- guid had 'delivered Egypt's invitation to Herzog on Sun- day. The Carter Adminis- tration and the State De- partment had been very cool to the Cairo confer- ence. Before Sadat an- nounced it last week, Presi- dent Carter, in an interview in the French weekly, L'Express, rejected former Secretary of State Henry Kissinger's contention that Geneva is not the key to the Mideast conflict. Carter told L'Express, "We are willing to explore any answer, but Geneva is a framework. The forum has already been provided. All of the parties involved — ourselves, tM Soviets. the Lebanese, the Syrian! r- danians, Egyptians, Is_ — have agreed Geneva is the best forum. Until some alternative comes along that is better, that is the one we will adhere to." At his Wednesday press conference, President Car- ter gave his full support to the Cairo conference and intimated that if Syria, Jor- dan and Lebanon do not also open face-to-face talks with Israel. then Egypt and Is- rael could enter into a bila- teral agreement. He indicated marked cool- ness both towards the Soviet Union's Middle East activi- ties and to Waldheim's pro- posal for a separate meet- ing after Cairo at the UN. Washington observers be- lieve Waldheim's proposal was a U.S.-Russian in- itiative, but Israel's rejec- tion of it had the effect of a veto. In answer to a reporter's question on the Russian in- volvement in the Middle East, Carter said, "We did not bring the Soviets" into the Middle East, noting "they have been in since the very initiation of a Geneva conference." But he added that while the U.S. "is uniquely trusted by all the parties involved to act fairly and consistently concerning the Middle East question, I don't believe the Soviets occupy that position. The President added, "I don't have any doubt that if the nations surrounding Is- rael can work out an indi- vidual peace settlement with Israel leading to peace treaties that the Soviets will play a constructive role cer- tainly at that point. It would be contrary to their own interest to be identified as an obstacle to peace." Meanwhile, the French government has come under severe criticism at home for its cool reaction to the Middle East developments. France vetoed a Eu an Economic Community ,es- sage of congratulations to Sadat last week, reportedly because it was initiated by the U.S., but proposed a message of its own that was adopted by the ECC. Several French govern- ment statements on the Middle East deveilopments were desribed as "luke- warm" by the French press, while government spokes- men tried to downplay the' reaction by saying France was trying to be discreet.
