NEW YORK—Three
major Jewish organizations
have sharply criticized pro-
posed regulations issued by
the U.S. Commerce Dept. to
implement the new federal
anti-boycott law as "con-
trary to the legislation,"
adding that its proposals
would "subvert the thrust
and purpose of the anti-boy-
cott statute."
The American Jewish
Committee, the American
Jewish Congress and the
Anti-Defamation League of
Bnai Britt outlined three
new significant sections of
the proposed regulations,
which, they charged, would
"distort legislative intent
and action and undermine
the objectives embodied in
the new statute." These

In the legislation, the
agencies declared, Congress
enacted exceptions for spe-
cific, limited situations.
However, they continued,
the Commerce Dept. regu-
lations interpret these
exceptions so broadly as to
vitiate the entire thrust of
the law.
Meanwhile, the national
executive committee of the
Jewish War Veterans of the
United States met in Wash-
ington, D.C. Nov. 6, and
unanimously endorsed the
resolution of the council of
administration of the
Department of Michigan,
opposing the proposed regu-
lations to implement the
new anti-boycott law. It fur-
ther unanimously adopted
the resolution as the policy
of the national organization.
The Michigan veterans
also sent a copy of the
JWV's resolution to Con-
gressman William Brod-
head (17th District), who
responded in agreement
with the veterans' stand.
Moreover, Brodhead sent
a letter to Commerce Secre-
tary Juanita Kreps express-
ing his personal objections
to the proposed regulations.
He urged Mrs. Kreps to
faithfully follow the intent
of the federal law outlawing
boycotts with U.S. citizens
and companies.
"Such boycotts force
American businesses to
become tools of foreign poli-
cies of other nations," Brod-
head wrote. "They are
repugnant to our principles

for Argentinian

NEW YORK—President
Carter was called on "to
apply the same legal and
moral sanctions against
Argentina as the United
States has done against
South Africa" in view of the
continued imprisonment of
Jacobo Timmerman a
prominent South American
Jewish leader.
The plea came from Wil-
liam Stem, executive direc-
tor of the Workmen's Circle,
in a communication to Pres-
ident Carter who had per-
sonally raised the issue of
Timmerman's imprison-
ment during Argentine
President Vidella's visit last
August in Washington.
