In an introduction to 'The Politics of Defeat: America's
Decline in the Middle East" by Joseph Cburba-(Bobbs Mer-
rill Co.), Admiral Elmo R. Zumwalt, Jr., Chief of Naval
Operations, U.S.N., Ret., deplores Israel's loss of image in
the Pentagon and warns that it could be very damaging to
American interests. Admiral Zumwalt states '.
"Israel's military value to the United States derives not

principles of democratic government. The record of produc-
tive cooperation between Washington and Jerusalem during
both the 1970 Jordanian civil war and the recent war in

ity to the United States. Israel's deployment of artillery and
troops near the battlefronts during these crises spared
American leaders the terrible choice of either injecting
their own military forces into the region or abandoning to
Soviet-supported armies our Jordanian allies or the Leba-
nese Christians.
"Unfortunately, appreciation of Israel's value as a mili-
tarily potent ally is not what it should be in certain Penta-
gon circles. Recent years have witnessed a substantial loss
of sympathy among key United States defense officials for
arms requests from Jerusalem. _The reluctance of these
officials to release military hardware to the Israelis stems
in part from the concern that the equipment will be difficult
to replace quickly. Recent cuts in the United States defense
budget have intensified this concern. However, given the
efficient use to which Israel puts the military 'goods it
receives, .it is a dangerous mistake automatically to exalt
service readiness over alliance readiness. Were its defense
budget- adequate, the United States could generate suf-
ficient military stocks to obviate any need for 'rationing'
essential arms among its allies and itself."
