Foreign Minister Moshe
Dayan and former French
Premier Pierre Mendes-
France discussed the
Middle East situation Mon-
day, and while Dayan dis-
agreed with the visitor's
contention that Israel had
missed opportunities for
peace talks in the past, both
statesmen felt there was
hope for a solution of the
Arab-Israeli conflict.
Mendes-France. here for
a symposium marking the
20th anniversary of the
Zionist Socialist periodical,
"New Outlook," said the
Israeli-U.S. working paper
on Geneva conference pro-
cedures was an "Israeli
achievement."
Mendes-France said that
as a Socialist, he could not
understand why it was criti-
cized by leftist groups
because "under existing
conditions a better paper
could not have been
reached."
Mendes-France thought
that "had Israel offered to
the Arabs in 1967 bilateral
talks on territorial con-
cessions and a discussion of
the,Palestinian problem—as
it offers today—things
would have looked
different."
But Dayan insisted that
no responsible Israeli gov-
ernment could have taken
any earlier initiatives.

Holocaust Parley

TEL AVIV (JTA)—Some
5,000 Jewish youths, two-
thirds of them from abroad,
have completed a four-day
seminar on the history of
the Holocaust at the Massua
Institute at Kibutz Tel
Itzhak.
The institute was estab-
lished three years ago as a
memorial to the European
Zionist youth organizations
that were exterminated by
the Nazis.
Former Tourism Minister
Moshe Kol said that the
four-day seminar included
eyewitness reports on the
pre-war situation, on the
Holocaust and on the hero-
ism of the ghetto and resist-
ance fighters. The four-day
seminar ended with a visit
to Yad Vashem and the
Ghetto Fighters Museum.
A memorial building at
the Massua Institute sym-
bolizes the Holocaust.

Rabbi Shalom Mashash, for-
mer chief rabbi of Morocco
who immigrated to Israel
only two weeks ago, and
Rabbi Bezalel Zolti, a mem-
ber of the Supreme Rabbi-
nical Court of Appeals, were
elected Sephardic and Ash-
kenazic Chief Rabbis,
respectively, of Jerusalem
Sunday ending a long period
in which the city was with-
out religious leaders.
