One of the major lead- ership roles at the CJF Gen- eral Assembly is held by George Zeltzer, who is chairman of the Large City Budgeting Conference. Sev- eral days have been devoted to discussions on allocations or by federations throughout the country. CJF General Assemblies always make note of impor- tant communal anniver- saries. The important one this year was observed Wednesday afternoon at a special function devoted to the Jewish Telepraphic Agency. William Landau, president of JTA, presided at the function, and partici- pants included Murray Zuckoff, JTA editor, and John Kayston, executive vide president. More than 30 Detroiters are attending the CJFWF session, including Jewish Welfare Federation Presi- dent Martin E. Citrin; hon.: orary executive committee chairman Max M. Fisher, chairman of the Jewish Agency; executive com- mittee chairman Mandell Berman, who is chairman of the board of the American Association for Jewish Edu- cation's Zeltzer; and vice president Frieda Stollman. Federation board mem- bers at the conference include Michael Maddin; Joel D. Tauber', Bruce E. Thal; Phillip Stollman, chairman of the 1978 Allied Jewish Campaign-Israel Emergency Fund; .Stanley Frankel; Hugh W. Green- berg and his wife Carolyn, Women's Division presi- dent; and Women's Division Campaign Chairman Dulcie Rosenfeld. Robert G.
