'Torture Charges Badly Handled'

Concern in Israel Over British Supply of Weapons to Egypt

LONDON (JTA)—Pre-
mier Menahem Begin is
expected to complain to
Prime Minister James Cal-
laghan about the scale of
British arms supplies to the
Arabs and the danger this
poses of a new war in the
NEddle East, when he visits
Britain later this month.

Israel's anxiety has been
heightened by confirmation
here that Britain is on the

verge of becoming Egypt's
most important arms sup-
plier in the West with the
general agreement of the
United States.
Although Washington
reports of a single multi-
million Pounds Sterling
British arms package with
Cairo have been denied, it is
no secret that a chain of
separate negotiations
between British companies
and the Egyptians have

recently made considerable
progress.
One of the most signifi-
cant is a deal whereby Rolls
Royce will help to recondi-
tion Egypt's 200 Soviet-built
MIG-21 aircraft. Egypt is
also likely to purchase from
Britain 200 Hawk jet train-
ers, most of which will be
assembled in Egypt.

Kenyan Writer Wants Africans
to Break Ties With Arabs World

NEW YORK—The Nair-
obi Daily Nation, a leading
newspaper in Kenya, has
given prominence to a letter
urging Black Africa to
renew diplomatic relations
with Israel.
In the letter, published in
the "Editor's Mailbox"
recently, R.S. Gihir of Nair-
obi wrote:
"Momentum is slowly but
surely gaining among the
people of Africa in favor of
African countries resuming
diplomatic ties with Israel,
as is evident from the
numerous letters appearing

in this paper supporting the
notion.

"The strategic objective
of the Arabs in pressuring
the African countries to
sever ties with Israel was to
isolate her on the inter-
national scene. In this lay
their hope that Israel would
withdraw from the con-
quered lands. These
thoughts and objectives are
characteristic of those who,
when they cannot get what
they want in fair and honest
deals, resort to blackmail;
and in principle, this is
wrong.
"This strategem of isola-
tion had the reverse effect
and made Israel harder for
the Arabs to bargain with.
"But the recent perfidious
acts, apart from the illu-
sionary petrodollar aid by

the Arabs, must have made
many African governments
have second thoughts on
their relationship with the
Arabs and Israel.
"The Arabs have offi-
cially and openly given sup-
port to the Eritrean gue-
rillas who are engaged in
annexing a part of Ethiopia.
They are giving moral and
financial support to the
Western Somali Liberation
Front which wants to annex
the Ogaden region of
Ethiopia.
"It would be naive and
credulous for us to believe
that the Arabs will not help
Somalia if tomorrow she
attacks our northern region.
In short the Arabs are out to
create chaos and anarchy
wherever they can and
install Islamic regimes."

TEL AVIV (ZINS) —
Zeev Schiff, military corre-
spondent for the Israeli
morning newspaper Haa-
retz, has criticized the
Israeli foreign ministry for
what he considers a failure
to adequately deny the
recent charges of Israeli
torture of Arab prisoners.
He also denies that Prime
Minister Begin promised
President Carter to check
the allegations and issue an

Franks 'n Potatoes

3 small onions, diced
6 large potatoes, cut into
thin rounds
oil
1 /2 green pepper, diced
1 stalk celery, diced
1 lb. frankfurters, cut into
thin rings (use the package
with 8 franks)
4 medium tomatoes, cut into
eighths
1 cup ketchup
2 to 4 tbsps. water
salt, pepper to taste
dash of oregano (optional)
Brown onions and
potatoes in oil in large skil-
let until potatoes are
browned and almost cooked.
Add celery and green pep-
per and brown. Then add
remaining ingredients and
cook covered over a low
heat for about 15 minutes.
(Note: Start with two table-
spoons of water and add
more if necessary.) Serves
four.
