world kept silent ! Unfortu-
nately much hasn't changed
as far as Jews are con-
cerned, as the recent United
Nations vote proved.
After winning the war in
1973 against all the sur-
rounding Arab armies,
Israel occupied some adja-
cent land and lately tried to
set up some settlements.
They have neither robbed
nor killed anyone. They
have not desecrated houses
of worship and cemeteries,
the way the Jordanians did
after 1948. No one protested
in those days.
The only "no" vote in the
condemnation of Israel in
the United Nations came
from Israel. Even Amer-
ica—supposedly a friend of
Israel, abstained from vot-
ing, permitting the con-
demnation of Israel.
It did not help to give the
world an Einstein, a Salk
and countless Nobel prize
winners. It is sad to realize
that "the Jews still don't
have a friend!"

Arab Dies in Protest Over
Illegally Built Gallilee House

TEL AVIV (JTA)—Arab
villagers staged a general
strike in Majdal-Krum
Wednesday to protest the
killing of a local Arab by
Israeli police Tuesday dur-
ing a violent demonstration
against the demolition of an
illegally built house in that
Upper Galilee township on
the Safad-Acre road.
About 20 policemen were
injured and scores of Arabs
were arrested before the
demonstrators dispersed.
The Interior Ministry
expressed regret over the
loss of life, but said its get-
tough policy against illegal
construction will continue.
The construction of houses
without government per-
mission has reached epi-
demic proportions in the
heavily Arab-populated
regions of Upper Galilee,
ministry sources said.
Demolition orders were
issued five years ago, but
action was delayed by
numerous court appeals.
Tuesday a wrecking crew
with a demolition warrant
issued by a court was sent
to Majdal-Krum accom-

panied by a small police
guard. The house in ques-
tion was razed, but the villa-
gers massed in a protest
demonstration which
erupted in violence.
Passing cars and buses
were stoned and the main
road was blocked, Police
reinforcements rushed to
the scene fired into the air.
One villager was killed by a
stray bullet, police said.

a Beginning

Editor, The Jewish Nevis:
You say the Balfour Dec-
laration "was a weak state-
ment. Many more impor-
tant documents are on
record supporting the
rebirth of Jewish
statehood."
A "weakness" of the Bal-
four Declaration was that,
strictly speaking, it did not
bind the United States. Nor,
by itself, did the Palestine
Mandate of the League of
Nations, of which the U.S.
was not a member.
But on July 7, 1920, King
George V's "Proclamation
to the People of Palestine"
initiated the Civilian Admin-
istration of Palestine, an
entity non-existent under
Muslim rule.
The American Balfour
Declaration was the 1922
Joint Resolution of Con-
gress. The U.S. became a
signatory to the Palestine..
Mandate, quoted in full in
Treaty of Dec. 3, 1924. With-
out the 1922 Joint Resolution
of Congress, the State
Department would have
succeeded in omitting the
Palestine Mandate portion.
In honoring the Balfour
Declaration we should pre-
sent it as more than a begin-
ning, a scaffolding, as you
say. It set into motion vari-
ous Jewish actions, but it
takes more than that to pro-
vide the legal basis for
Israel's • statehood, binding
on all nations.
