Tribute Dinner for Richardson Nets $1.2 Million

By ALAN HITSKY
More than 500 persons
from Detroit's business and
banking community paid
tribute to Dean E. Richard-
son Sunday evening at an
Israel Bond dinner at Cobo
Hall.
The dinner produced
more than $1.2 million for
Israel's economy through
.._The sale of Israel Bonds and
apital notes.
-- Richardson, chairman of
the board and chief execu-
tive officer at Manufac-
turers National Bank, had
recently visited Israel as
part of a national bankers
mission. He told the
audience that - Israel's
progress and history mir-
rors our own."
He said he was particu-
larly impressed with the
resolve of the Israeli people,
and listed their achieve-
ments in agriculture and the
contributions of the Israel
Bonds program.
Richardson was presented
Israel's Distinguished Serv-
ice Award by guest speaker
Yitzhak Modai "for service
in the cause of Israel's
development."
Modai, a member of
Israel's Knesset and min-
ister of energy and

infrastructure, linked recent
news of Israel as symbolic
in his own speech.
He said the United
Nations censure of Israel
for establishing West Bank
settlements and Israel's
abolishment of currency
controls shows that "on the
one hand Israel is struggl-
ing to become a member of
the family of nations and on
the other hand she is
rejected by that family."
Modai said the Carter
Administration has chosen
to concentrate on the prob-
lems of energy and the
Middle East from a host of
issues facing the U.S.
He said that most of the
world's basic energy — oil
— comes from parts of the
world that have the least
need for it. The eight-fold
increase in the price of oil
has affected almost all of
the other U.S. 'domestic
problems.
"It also becomes a politi-
cal weapon and time-bomb
for the world at large,"
Modai said.
He added that Saudi
Arabia now has some 50
percent of the world's cur-
rency reserves, and the
Saudis must invest in the
Western and developing

nations because there are so
few investments at home.
"But they also invest in ter-
rorism and armaments," he
said.
Turning to the Middle
East, Modai said that peace
would bring dramatic indus-
trial development, to the
region. He said peace would
"open the borders between
an industrialized nation
(Israel) and her undeve-
loped neighbors. Peace
would benefit everyone."
He said, "We are not
arguing with our only
friend, the United States,
about vast areas. We are
talking about small areas
vital to Israel's security
which are mostly still
empty today."
Then he asked why the
Arabs did not establish a
Palestinian homeland in
Gaza and on the West Bank
before the Six-Day War,
when Israel had no control,
if the Arabs were truly con-
cerned about the

Palestinians.
Modai said he was sure
that Israel still enjoys the
support of the American
people and that support
from the Congress and the
Administration will remain
as staunch as ever.
Co-toastmasters for the
affair were Max M. Fisher
and Alan E. Schwartz. Can-
tor Jacob Barkin of Cong.

Shaarey Zedek, accom-
panied by Dr. Sholom Kalib,
led the singing of the
national anthems and sang
a musical tribute.
Other speakers at the din-
ner included Merrill Gor-
don, chairman of Metropol-
itan Detroit State of Israel
Bonds and Louis Allen,
president of Manufacturers
National Bank.
