WASHINGTON—Presi-
dent Carter and Secretary
of State Cyrus Vance have
warned Soviet leaders that
the pending trials of three
Soviet Jewish dissidents
may hurt U.S.-Soviet
relations.
U.S. government sources
told the New York Times
that despite a series of per-
sonal appeals by Carter and
Vance indications are that
trials will be held for Ana-
toly Sharansky, Alexander
Ginsburg and Yuri Orlov.
Sharansky has been held
since March 15 on charges
that he spied for the U.S.

since February on charges
of anti-Soviet 'agitation and
propaganda. Orlov was also
arrested in February. He
headed a group of dissidents
