MAPPING THE FUTURE: The Council of Jewish Feder- ations and Welfare Funds — always alert to Jewish com- munal problems — is now taking a look into the future. It has drafted a plan for a comprehensive study of personnel needs in the federation field with a view to assuring high quality skilled professional leadership at all levels of com- munal work till the end of this century. BROAD IMPLICATIONS: The results of the CJF study will have broad implications in all fields of Jewish commu- nal work. In addition to paying attention to recruitment of new staff for executive and sub-executive positions, the study will also examinf the enhancing of the capacities and effective- ness of the current staff. It will seek a prognosis for the current staff remaining in the field, and will endeavor to establish how many professionals will be needed as replace- ments for retirees in the next five-10-20 years. One of the important questions which the study will seek to answer is — how does the current staff size compare with five years ago, and what type of positions have been added? During the last years, some local federations have increased their staff four-fold and more because of the new fields in which they have found themselves engaged. Such fields included the abSorption of Soviet Jews, strengthening Jewish identity among students and faculty on the campus, meeting new challenges in aiding the evergrowing number of Jewish aged, helping to solve the problem of Jewish "one-parent" families, increased obligations in the field of Jewish education, and other new developments which the past decade has brought into American Jewish communal life. To get an idea of the growth of Jewish community obliga- tions during the last years in local services, it is sufficient to take a look at figures. Some five years ago central com- munal sources provided $85 million for local services; last year the sum exceeded $122 million. The grants by feder- ations for local services rose during the last decade by 172 percent. An even larger jump has taken place in Jewish federated fund raising. During the last decade some $4 billion was raised by central Jewish community organizations in their annual campaigns. This is quite a distance from the annual levels of about $30 million raised in the years of World War H. Today Jewish communal fund-raising reaches about $500 million a year. TASK FORCE COLLABORATION: The CJF design for a comprehensive study of personnel needs in the federation field is now being presented by the Council of Jewish Fed- erations and Welfare Funds to federations, welfare funds and community councils throughout the country for analy- sis and comments. The study will be conducted under the direction of an experienced consultant with back-up assist- ance from CJF staff and selected federation executive directors. An advisory committee will be constituted as a special task force to collaborate with the consultant. It will be com- posed of foremost federation lay and professional leadership.
