The A. Philip Randolph
Institute, a "labor-commu-
nity alliance" in Detroit,
has written President Car-
ter to protest the recent
U.S.-Soviet joint statement
on reconvening the Geneva
Middle East Peace
Conference.
The protest was written at
the urging of the Labor
Zionist Alliance, which
joined a black-trade union
coalition more than a year
ago.
The LZA has agreed to
approach its members to
aid BASIC, Black Ameri-
cans to Support Israel Com-
mittee. The Internal Reve-
nue Service recently denied
BASIC's request for tax-
exempt status as an educai-
tonal group, saying that it
only presents information
favorable to Israel.

Southfield Candidate Reveals
6-Point Stabilization Program

Southfield mayoral candi-
date Judith ,Wiser has
announced a "six-point
stabilization - program" for
Southfield. "These pro-
posals are designed to
restore unity in our divided
city, to slow the runaway
proliferation of commercial
and office development, to
achieve maximum effi-
ciency in city government'
and to end absenteeism in
the mayor's office."
Mrs. Wiser, a 10-year resi-
dent of Southfield, is the
wife of Dr. Pino Wiser.
They have a son. She is the
daughter of Morris and
Pearl Lieberman, also of
Southfield. Her father is
active in the Labor Zionist
Alliance and Histadrut
Campaign.
Mrs. Wiser says her pro-
gram is intended not only to
help overcome current city
problems but to lay the
foundation for a more equi-
table financial tax
structure.
Her program would
require zero-based budg-
eting, with justification for
every expenditure ; full, nor-
mal business hours for/the
mayor; a full review of all
property tax assessments;
no further regional centers
or large shopping center
developments, in order to
protect the natural environ-
ment and residential char-
acter of Southfield; mayor's
participation on regional
boards; and more use of the
mayor's powers under the
