Aviation Week and Space Technology magazine says the report cited nurAerous cases. President Carter's veto of the sale of the Israeli Mach 2.3 Kfir to Ecuador was viewed in the report as a major setback for restraint. "In this case, the U.S. objective was clearly defined as preventing the spread of advanced aircraft weaponry in Latin Amer- ica," the report said. "The State Dept. now has indications that France and Ecuador will shortly announce a contract for the delivery of (Dassault-Bre- guet) F 1 Mach 2.2 Mirages."
