Termed a Failure

WASHINGTON — Accord-
ing to a report by the Con-
gressional Research Service
of the Library of Congress,
President Carter's arms
transfer policy has failed to
achieve its goal of a sharp
reduction in weapons sales.
Aviation Week and Space
Technology magazine says
the report cited nurAerous
cases.
President Carter's veto of
the sale of the Israeli Mach
2.3 Kfir to Ecuador was
viewed in the report as a
major setback for restraint.
"In this case, the U.S.
objective was clearly
defined as preventing the
spread of advanced aircraft
weaponry in Latin Amer-
ica," the report said.
"The State Dept. now has
indications that France and
Ecuador will shortly
announce a contract for the
delivery of (Dassault-Bre-
guet) F 1 Mach 2.2
Mirages."

15 major Jewish women's
organizations met last week
at the office of the National
Council of Jewish Women
(NCJW) to map their par-
ticipation at the forthcom-
ing International Women's
Year Conference (IWY) to
be held in Houston Nov. 19-
22.
Uniting to demonstrate
more effectively their sup-
port of the goals and objec-
tives of the conference, the
group voted to bring to the
attention of the American
public their support as Jew-
ish organizations and as
individuals, of the purpose
and program of the IWY
Conference.
The participants also
expressed support of speedy -
ratification of the Equal
Rights Amendment and
pledged their efforts to
work to that end.

NEW YORK — Former
Prime Minister Golda Meir
of Israel, whose life has
been dramatized in the
upcoming Broadway play,
"Golda," will be the guest
of honor at a special pre-
opening dinner and per-
formance of the drama
Thursday evening.
The "Gala Evening with
Golda Meir," sponsored by
the Israel Bond Organiza-
tion, will be attended by
members of the Israel
Prime Minister's Club, an
honor society founded by
Mrs. Meir when she leaded
the government of Israel to
give special recognition to
persons who make an
annual purchase of $25,000
or more in Israel Bonds.
The Jews differ from all
the peoples of the earth in
that their fatherland is his-
tory itself.
