Arab League May Drop Four U.S. Firms from Boycott List

NEW YORK—Four com-
panies may be lifted from
the Arab League's boycott
list this year: Xerox Corp.,
Motorola Inc., Ford Motor
Co. and the Coca-Cola Co.
According to David Miz-
rahi, publisher of the Mid-
east Report, a political and

economic newsletter, the
Egyptians are especially
looking to see those busi-
nesses dropped from the list
so that they may invest in
the economically troubled
country.
At the same time, Ameri-
can Motors Corp.

build Jeeps in Egypt. An
AMC spokesman said the
company has applied for
delisting from the Arab boy-
cott and that the Egyptian
operation will not affect the
license agreement under
which AMC products are
assembled in Israel.

Commerce has repudiated
and ordered the retraction


of a discriminatory adver-

tisement for employment in


Saudi Arabia published in

According to Arnold For-
ster, associate director and
general counsel of ADL, the
academy's placement office
bulletin had printed an
advertisement which stated
that applicants for a job on
a ship anchored off Saudi
Arabia "must be able to
obtain a Saudi visa." The
advertisement was pub-
lished in behalf of a private
employer in San Francisco.
The ADL complaint,
addressed to the Maritime
Administration of the
Department of Commerce,
pointed out that a Presiden-
tial directive, a memo-
randum from the Secretary
of Labor, and official regu-
lations issued in February
by the Office of Federal
Contract Compliance Pro-
grams prohibited the pub-
lication of such discrimina-
tory requirements for
employment of Americans
overseas.
In its letter, ADL noted

that the clear purpose of
such directives was "to
make the employer respon-
sible to acquire the visa for
the employee or potential
employee rather than place
that responsibility upon the
individual job seeker or
employee."
The letter went on to say
that "publication of this dis-
criminatory advertisement
by an agency of the federal
governTent not only vio-
lates national policy but
also aids and abets the vio-
lation of federal regulations
by the private sector and,
seemingly, gives federal
sanction to illegal acts."

The
ADL
protest
prompted the issuance by
the Department of Com-
merce of a special memo-
randum to the Merchant
Marine Academy which
stated that such an adver-
tisement should not have
appeared or been posted
because it is
discriminatory.

Law Prof Says Israel Has
No Legal Claim to West Bank

Israel Uncovers Terrorist Cells

1EL AVIV, (JTA)—Twc
members of Israel's Druz•
community were arrested
along with about 30 Arabs
from the administered terri-
tories after security forces
uncovered three cells of
saboteurs believed linked
with El Fatah.
The Druze, Assem el Kha-
tib of Ammi village in west-
ern Galilee and Faraj
Hnifes, an army deserter,
were remanded in custody
for 15 days by a magistrate
in Acre.
The saboteur group is
held responsible for planting
two bombs at a road stop
near Jerusalem where driv-
ers pick up soldiers and for
activities in the Nablus area
and Yaabed village in the
Samaria district of the West
Bank. Several other Druze
were detained but released
after questioning.
Khatib is secretary of a
small group that wants to
abolish compulsory military

service for Druze. The
Druze, who are non-Arab
Moslems, are the only
minority group in Israel
subject to conscription. The
Druze community as a
whole is regarded as loyal
to the state.

JERUSALEM ( JTA )—An
eminent Israeli jurist says
that the government of Pri-
mier Menahem Begin has
no legal basis to back its
claims to .the West Bank.
Prof. Nathan Feinberg, pro-
fessor emeritus of inter-
national law and relations
at the Hebrew University,
presented a point-by-point
refutation of Begin's argu-
ments in an article in
Haaretz.
Begin contends that the
West Bank is not occupied
territory but a "liberated"
part of Eretz Yisrael (Land
of Israel). According to the
Primer, the legality of that
claim rests on a law passed
by the Knesset in 1967 to
allow for the reunification
of Jerusalem.
It authorized the govern-
ment to "impose Israeli
law, legislation and admin-
istration on each part of
Eretz Yisrael as shall be
stated in an ordinance."
This, according to Begin,
excluded all parts of Eretz
Israel from the category of
"occupied territories."

the frequent argument that
Jordan has no better claim
than Israel on the West
Bank since she herself
annexed that territory in
1950. The Likud argument
notes that only two coun-
tries have recognized that
annexation. But "how many
countries have recognized
Israel's sovereignty in West
Jerusalem?" Feinberg
asked.

Feinberg said that Israel
has no legal documents to
support Begin's statement
in the Knesset that "Eretz
Yisrael belongs to the Jewish
people by right."

Kreisky Proposes
Arab, Israeli
Socialists Meet

VIENNA (JTA)—Chan-
cellor Bruno Kreisky
planned to propose a round-
table meeting of Socialist
Arab and Israeli politicans
to find ways to solve the
Middle East crisis.
Kreisky said he would
make the porposal at a
meeting of the Socialist
International in Madrid this
week. At this meeting, he
would report on three fact-
finding missions to the
Middle East in which he
participated in the last few
years.
Kreisky suggested that
Socialist Arab and Israeli
politicans should meet to
discuss the situation: This
meeting could be held in
Vienna or at any other place
at any time, he said.

The Chancellor empha-
sized the round-table talks
would have no official char-
acter as the Israeli Social-
ists (Mapai ) are now in the
opposition and no longer
form the government.
