The PLO's National Cov- enant—which calls for Israel's destruction in no less than 28 of its 33 arti- cles—and which the organi- zation has steadfastly refused to disavow, denies that Israel is a state: Article 20: The claim of a historical or spiritural tie between Jews and Palestine does not tally with. . .the constituents of statehood in their true sense. Article 19: The partition- ing of Palestine in 1947 and the establishment of Israel is fundamentally null and void. Thus the PLO takes the position that Israel's state- hood is a legal nullity. There is not and never was a state of Israel since the steps leading to Israel's establishment had no legal force. Israel is often described in Arabic as an "artificial entity" in order specifically to deny its statehood. Plainly, for the PLO,' the "states" mentioned in Reso- lution 242 are the Arab states, not Israel. On Sept. 25, on ABC's Issues and Answers, Bar- bara Walters interviewed Yasir Arafat and Zehdi Terzi, the PLO's permanent observer to the UN. Arafat indicated he would accept 242 if he could get a supple- mental resolution support- ing, as he put it "our rights to gain back our homeland." Bearing this statement in mind, we note that accord- ing to Article 1 of the PLO Covenant "Palestine is the homeland of the Palestinian Arab people" and according to Article 2 "Palestine with its boundaries that existed at the time of the British Mandate is an integral regional unit." In seeking a supplemen- tary resolution supporting such "rights," Arafat is actually seeking official UN sanction for an inter- pretation of 242 which pre- cisely accords with Article 19 of the Covenant. Later in the program Zehdi Terzi reemphasized the point, declaring "all Palestine is our homeland." Indeed the only way that adherence to the Palestine National Covenant can be reconciled with acceptance of Resolution 242 is by inter- preting that Resolution's reference to "states" to exclude Israel. The Carter Adminis- tration has indicated that it recognizes that acceptance of 242 by the PLO without change of the National Cov- enant is meaningless. On Feb. 16, Secretary of State Cyrus Vance declared: "I have stated on several occa- sions that as long as they stand by the Covenant and refuse to accept (242 and 338) it seems to me that it provides no basis for their participation in a Geneva Conference." At that time it was believed that the Palestine National Council would revise the Covenant at its March meeting in Cairo. On March 21 the PNC issued a statement revealing that no revision of the charter was contemplated. The Administration was determined to include the PLO at Geneva. On March 23, only two days later, National Security Adviser Zbigniew Brzezinski indicated privately to a group of Jewish leaders that the Administration was pre- pared to recognize the PLO in return for acceptance of 242 alone, without revision of the Covenant. On Aug. 9, Secretary Vance announced publicly that revocation of the Cov- enant was no longer necessary. Replying to a reporter's question, he declared: "If the PLO were to accept 242 they would be accepting in principle that they recog- nize the right of Israel to exist. . .which, in my judg- ement, would revoke the Covenant." The reporter then asked Vance if the PLO had sent him such an assurance or if that was his own interpretation of such an action. Vance replied: "I have not received any such assurances." By asking only that the PLO accept Resolution 242, the Carter Administration is saying that in its view the PLO need not accep' Israel's right to exist to become statisfactory par- ties to the negotiation. At the same time the Ameri- can public is being falsely assured that acceptance of 242 by the PLO means acceptance of Israel.
