Declaration BETH YEHUDAH SCHOOLS 63rd ANNIVERSARY DINNER WASHINGTON — U.S. Senator Donald Riegle (D- Mich. ) greeted 1,500 persons in Lafayette Park opposite the White House Oct. 6, who were protesting the joint U.S.-Soviet statement on Middle East peace issued Oct. 1. "I was astonished at the timing and content of the U.S.-Soviet statement," Riegle said. "At best, the U.S.-Soviet :tatement is confusing and a cause of new concern and apprehen- sion to many of us. At worst, it has the potential for very ' great harm," he added. Riegle questioned Presi- dent Carter's motives for issuing the statement, implying that it might THE FAIRLANE MANOR Promising further support for Israel, Riegle told the crowd, "We will continue to meet — as often as neces- sary, until we understand exactly the content and basis of U.S. policy in the Middle East." Meanwhile, in New York Dr. David Hyatt, president of the National Conference of Christians and Jews, cau- tioned President Carter that "we are playing with dyna- mite when we actively involve the Soviet Union in any U.S. efforts toward peace in the Middle East." Hyatt sent a mailgram to President Carter reiterating the fact that the Soviet Politburo has been "a major adversary of Israel's right to exist." He stressed that it was Soviet weapons which made the Arab attacks on Israel in 1967 and 1973 possible. Hyatt reminded the Presi- dent of Soviet aggression in Hungary and Czechoslova- kia and said that "the,whole Middle East could easily be eaten up by Soviet con- querors if we allow them to wedge their way into Israel- Arab peace negotiations." Also, U.S. Sen. Richard S. Schweiker (R-Pa.) last week strongly criticized President Carter for giving the Soviet Union a role in the Middle East peace negotiations. Riegle also raised doubts on the propriety of the dec- laration, asking why it failed to call for a formal peace treaty, why the PLO catchword "rights" instead of the usual word "inter- ests" was used in reference to the Palestinians, why there was no mention of UN Resolutions 242 or 338, and he asked if the U.S. con- sulted fully with Israel before signing the commu- nique with the Soviets. Addressing the United Nations Economic and Financial Committee, Gad Yaacobi, a member of the Knesset and of Israel's Mis- sion to the UN said ',Israel is willing to share its knowl- edge in various areas such as agriculture, water resources, including the desalination of sea water and innovations in irrigation techniques and solar energy." Yaacobi, who served as Minister of Transport in the former Labor-led govern- ment, referred to improved conditions on the West Bank and in the Gaza Strip to illustrate how the sharing of know-how and regional cooperation can contribute to the economic growth and the welfare of the populace.
