Syria Asks Israel
Ouster • From UN

UNITED NATIONS
(JTA)—Syria urged the
General Assembly to
"reconsider" Israel's mem-
bership in the United
Nations and called -upon. the
UN to apply sanctions
against Israel.

In a strident speech, Syr-
ian Foreign Minister Abdul
Halim Khaddam declared, —
during the general debate
"we call upon the inter-
tional community to
pply
pply against Israel those
sanctions provided for
under the charter and to
reconsider Resblutioh 273
under which Israel was
admitted to United Nations
membership."

The resolution to which he
referred is a General
Assembly action and
observers pointed out that
the Assembly has no author-
ity either to expel a UN
member state or apply
sanctions to a state. It can
recommend such action to
the SeCurity Council, which
does have those powers, but
it was considered virtually
certain the assembly would
not make - - such
recommendations.

This was the second Arab.
foreign _minister to take an
extreme line against Israel
while delicate talks are tak-
ing place in Washington and
New • York between Middle
East- foreign ministers and
officials- of the -Carter
Administration. Egyptian
Foreign Minister Ismail
Fahmi -launched a similar
virulent attack in the
assembly previously.

AJCongress Aids
Synagogue Appeal

NEW YORK—The Ameri-
can Jewish Congress has
asked the Connecticut
Supreme Court to hear an
appeal of a ruling by the
Norfolk, Conn., zoning
board that a Jewish congre-
gation known as Beit Havu-
rah may not worship and
spend the night in the nine-
room converted farmhouse
that is their synagogue.
The action 'follows a deci-
sion by the Litchfield
County Court of Common
Pleas last month that
upheld Beit Havurah's
status as a house of worship
but rejected Beit Havurah's
appeal of a zoning board
ruling that limitedlovernight
worship to certain holidays
determined by the board.

Beit Havurah then asked
the American Jewish Con-
gress to appeal the decision
to the Connecticut Supreme
Court. - Last May, the Con-
gress had filed a friend-of-
the-court brief in support of
the -congregation, asserting
that a Norfolk ordinance
barring occupancy of any
single dwelling by six or
more persons unrelated to
_each other could not con-
stitutionally be applied to a
house of worship.
