i'h,L AVIV (JTA)--Dep-
uty Defense Minister Mor-
dehai Zipori announced fur-
ther Gush Emunim
settlements at military
camps on the West Bank
and indicated that such set-
tlements will be a contin-
uing feature of government
policy.
He said the government is
not bound by any plans of
the previous government or
by the so-called Allon Plan.

regions and along essential
routes, he said.

Zipori said he would have
preferred that the settle-
ments were not located in
army camps, but political
considerations forced Israel
to act in that way. He said
the Defense Ministry would
be responsible for the settle-
ments in the Judea and
Samaria regions.
A Gush group will enter a
military camp at Sanour in
Samaria next week, Zipori
said. He added that the
Gush groups may remain in
the camps even after the
army pulls out and would
lay the groundwork for per-
manent settlements to
come.
According to Zipori Gush
groups will settle in army
camps at Givon, Beth
Horon, Beth El and a camp
in northern Samaria.

Brodhead Seeks Explanation

Delay in Trifa Prosecution

WASHINGTON — Con-
gressman William M. Brod-
head (D-17th District) has
asked the U.S. Justice Dept.
to explain the delays in
bringing alleged war crimi-
nal Archbishop Valerian
Trifa to court for nullifaca-
tion of his U.S. natural-
ization. Leonel J. Castillo,
Immigration and Natural-
ization Service commis-
sioner, indicated to Brod-
head that progress is being
made in the case, but gave
no indication as to when the
matter may be decided.

In his reply to Brodhead,
Castillo included a report
from Federick Van Teim,
chief assistant U.S. attorney

progress had been made in
the case against Trifa.

Van Tiem stated that a
trip made to New York in
Feb. 1977 produced useful
information for the prose-
cution. "This trip was quite
productive," Van Tiem
stated, "in that we were
able to find and interview a
person who attended -the
University of Bucharest in
the late 1930s and early
1940s and who heard the
defendant make many anti-
Semitic and anti-American
speeches."

However, Van Tiem
stated, that preparation for
the case would still take
several months, and gave
no indication when the case
against Trifa would be
brought to trial.

Rep. Brodhead further
requested Commissioner
Castillo to use every avail-
able resource to investigate
and prosecute cases
involving Nazi war crimi-
nals living in this country."
Brodhead also praised the
"high-level task force"
being formed by the INS to
carry out such work.
