Israeli Care of Arab Health Lavishly Praised by Red Cross

TEL AVIV—According to
a report by Dr. Franz Wal-
ther. representative of the
International Red Cross,
who deals with health prob-
lems in Judea and Samaria,
Israel has contributed a
grand achievement in the
improvement of the health
of the Arab ovulation in
these areas.

Israel, which is often
attacked and criticized by
international bodies and
organizations, was this time
exceptionally praised. The
report provides no pleasure
for the leaders of the Arab.
Communist and African
countries.
Dr. Walther has dealt
with health problems in the
administered territories for
several years. He is an out-
standing expert in this field.
He points with great satis-
faction to the achievements
of the Israeli Health Min-
istry, Kupat Holim and
Israeli hospitals in medical
care for the local Arabs. He
stresses, that wherever he
went, he found great
improvements in medical
care. All clinics are fur-
nished with the most mod-
ei medical equipment.
There is a sufficient number
of first class doctors. spe-
cialists, nurses and adminis-
trative employees. Special-
ists were educated from the
local population. Special
praise is accorded the
nurses.
Dr. Walther stated that
the hospital in Nablus was
furnished by the Israeli
Health Ministry with mod-
ern medical equipment.
There is even a kidney dia-
lysis department. A school
for nurses was established.
Dr. Walther, however,
urged an increase in the
number of clinics and a
decrease in the price of hos-
pitalization from IL 95 to IL
40 per day. (In Israel
proper, the price varies
from IL 500 to IL 700.) Dr.
Walther also recommended
that children up to age 6 be
exempt from hospitalization'
charges.
Dr. Walther states in his
report that in a time in
which the population of
Judea and Samaria has
increased by 12 percent, the
number of surgical oper-
ations there has increased
- by 85 percent and the birth
rate by 200 percent.
During the last 10 years
dozens of new clinics were
established. The number of
people who were examined
in them rose by 70 percent.
Many doctors were sent to
these areas on special mis-
sions. A special medical
symposiiim was held for
doctors of these areas, and
soon the former low stand-
ard of health services there
became a matter of the
past.
The report points out that
the Israeli Health Ministry
has established in Nablus
-and Hebron two kidney dia-

Avineri Regarded
as Rival to Labor.

JERUSALEM (JTA)—
Prof. Shlomo Avineri, for-
mer director general of the
Foreign Ministry who has
joined the Labor Party, has
aroused the misgivings of
party veterans who fear
that the brilliant. dovish
academician intends to seek
a leadership role.
His declaration of loyalty
to Labor at the nadir of that
party's fortunes is regarded
by many observers as a
move by Avineri to estab-
lish a political constituency
among the party's dovish
elements.

and urine diseases, 45 clin-
ics for minor operations,
and has hired 16 new Arab
doctors. 72 nurses, 71 social
workers and 42 adminis-
trative clerks. A special six-
month course for bringing
nurses up-to-date was held
in Ramalla. There was also
a course for 16 Arab X-ray
technicians.
The Israeli Health Min-
istry has appointed two
Arab doctors, Dr. Hussein
Ibeid and Dr. Shabada, to
be responsible for the health
services in Judea and
Samaria. The Ministry also
sends the best Jewish doc-
tors to these areas to serve
as consultants.
People who have been
treated in the hospitals of
these areas are full of
praise. They maintain that
one has to distinguish
between medical help and
political affairs, unlike
some U.N. institutions.

The report of the IRC
expert is the best proof of
how Israel has improved
health services in the
administered territories.
