persons sustained moderate
injuries and four were
released from the hospital
after treatment.
The cease-fire was by
U.S. embassies in Tel Aviv,
Beirut and Damascus which
had made intensive efforts
to end the warfare in south-
ern Lebanon. Israel was a
signatory of the documents
exchanged with the Ameri-
cans as were Lebanon and
Syria which represented the
Palestinians.
Israeli officials stressed
that the latter were not a
direct partner in the agree-
ments and that Israel had
no dealings whatsoever with
them.
As of Wednesday, the
Palestinian forces had not
moved from their positions,
telling news correspondents
that they had orders not to
shoot unless fired upon but
had no orders to leave their
positions.
According tb' the cease-
fire agreement, the Palesti-
nians and Israelis were
required to withdraw from
the border area inside
Lebanon.
The cease-fire confirmed
long-standing reports—vig-
orously denied by Israel in
the past—that Israeli forces
were stationed inside
Lebanon.
Officials said it was
Defense Minister Ezer
Weizmann who, with
Begin's approval, initiated
the talks that resulted in the
cease-fire. It came at a time
when Christian forces were
hard pressed in the Marj
Ayoun area and were
unable to dislodge the
Palestinians from the
Khyam area.
Christian morale was also
at a low point. The Syrians
were said to have agreed
because they feared
increasing Israeli
involvement would lead to
clashes.
Meanwhile, the State
Department assailed the
Radical Front for the Liber-
ation of Palestine for saying
that it would not abide by
the cease-fire.
A dispatch from Beirut
quoted a PLO spokesman as
saying that the cease-fire
could take place with the
"isolationists" but not with
the "Zionist enemy."

- William Fulbright assailed
Zionist Organization of
America President Joseph
P. Sternstein and sneered at
Israeli support of Christians
in the Lebanese strife dur-
ing a panel discussion on the
Middle East in which for-
mer Undersecretary of
State George Ball, inter-
national lawyer Rita Hauser
and Sen. Jacob Javits (R-
NY) also participated.
Joseph Sisco. also a for-
mer undersecretary of
state, chaired the discussion
at the Capital Hilton Hotel
which was sponsored by the
American Enterprise
Institute, a conservative
public affairs organization.
The transcript shows Ful-
bright saying. "The other
day. when the President
said something regarding
the PLO—I forget exactly—
when Rabbi Sterntein char-
acterized it—he equated it
with an attack similar to the
attack of the Arabs at ,the
Yom Kippur War. This is a
very provocative statement.
it seems to me."
Sternstein had protested
the State Department's
announcement on Rosh
Hashana eve that the
"Palestinians must" partiC-
ipate in a Geneva
conference.
Javits pointed out to Ful-
bright that "you can prob-
ably find a thousand Arab
muftis who have vowed

Israel Will Probe
Organized Crime
JERUSALEM (JTA)—
The Cabinet named a five-
man panel to investigate
organized crime in Israel
and recommend ways to
expedite the fight against it.
The body is chaired by
Jerusalem lawyer and for-
mer State Attorney Erwin
Shimron and it includes
another lawyer, a tax
expert, an academic crimi-
nologist and a former head
of the Shin Bet. the secret
service.

which he said "all the
blame is not on the PLO."
He noted that "the Israelis
have been shelling it (Leba-
non) and have positions in

Hauser retorted, "That's
not how the war started."
Fulbright went on to say.
"They (Israelis) have cer-
tainly engaged in a great
crusade to save the Chris-
tians. I don't know when
they become so deeply
interested in the Christians
but that's what they pro-
fess." Laughter from the
audience greeted those
remarks.
Javits commented. "I
don't think that's an argu-
ment worthy of you. Sen.
Fulbright."
