year period from 1939
through 1976. some $6.9 bil-
lion was raised by the cen-
tral Jewish community or-
ganizations in the United
States in their annual cam-
paigns. including $3.7 billion
raised between 1967-1976.
According to data contain-
ed in the new study of pro-
grams and finances of Jew-
ish communal services, pub-
lished by the Council of Jew-
ish Federations (CJF ), 1974
was the peak fund-raising
year, when federations--
UJA in the United States
raised about $660 million,
with some $360 million of
the increase since 1970 di-
rected towards the Israel
Emergency Fund.
The CJF study notes a $3
million increase in grants
from general community
united funds for local Jew-
ish services from 1971-1975 -,
a doubling of Jewish hospi-
tal and community center
income from 1970-1975. and
an increase of $35 million
from 1970 to 1974 in income
for care for the elderly.
Other significant data in-
clude a total of $29 million
raised in 1975 for federation
endowment funds; and 1972
income totals of $150 mil-
lion for synagogues and
over $150 million for Jewish
education.
The study also indicates
that total income of Jewish
communal services from all
sources was $2.8 billion in
1976.
The study also reveals
that:
• United fund grants allo-
cated to local Jewish serv-

ing to Milton Jacoby, nation-
al public relations director
for JNF. The annual fall
Blue Box clearance begins
on Sept. 25 and countinues
through Oct. 31.
What began as a program
to buy land and reclaim it,
the JNF in the U.S., now
boasts a budget' of more
than $37 million. Out of that
$37 million. about $27 mil-
lion is used for the pur-
chase of land and the prepa-
ration of sites. JNF is pre-
paring for new settlements
in the Golan.

JNF's largest bequest
came from the late Prof.
Horn of San Francisco, a
non-Jew, whose will provid-
ed JNF with nearly
$750,000. When asked why
Christians as well as Jews
were drawn to JNF, Jacoby
explained that "there is a
direct cause and effect rela-
tionship because JNF repre-
sents the masses."
The late President Tru-
man. whose recognition of
Israel came only 12 min-
utes after statehood was

proclaimed, had told Ja-
coby that he felt the Arabs
had turned a biblical Gar-
den of Eden into a waste-
land and that everyone
should have a hand in turn-
ing it back into a garden.
"It is amazing, where
you find JNF Blue Boxes."
Jacoby said, "in hamlets in
Asia. in remote towns in
South Africa. in- the wilder-
ness of northern Canada.
Some have found their way
into Russia and when the
ruins of the Warsaw Ghetto
were searched. Blue Boxes
were found there. I was
told of a Blue Box that was
found in an Indian village
in New Mexico."
Jacoby relates that many
American blacks are now
beginning to support JNF's
projects in Israel. through
its Martin Luther King, Jr.
Forest.
Through its JNF projects
in the north of Israel, JNF
has employed many Leba-
nese, according to Jacoby,
showing another utilization
of "The Good Fence."

ed to 72 percent in 1975;
• Federations provided
some $95 million in 1975 for
local services. excluding ref-
ugee care, an increase of
$33 million since 1971. The
Consumer . Price Index had
risen by about one-third in
this period.
Welfare fund support for
services in Israel from
1948-1976 enabled UJA to
provide the Jewish Agency
with some $2.8 million.
Th6 CJF study also notes
that:
• The Israel Education
Fund of UJA received $45
million from 1964-1976;
• JDC use of UJA funds
for its programs in Israel
amounted to some $250 mil-
lion from 1948 until 1976;
• Israel Bond sales since
1951 in North America total
$2.9 billion;
• Immigration to Israel
has declined from 56.000 an-
nually in 1972. to 20.000 in
1976.
