Carter said the U.S. has
taken a consistent stand
"for many years" that the
establishment of settle-
ments is illegal.
A reporter observed that
the Israeli action appeared
to be in defiance of U.S. pol-
icy. Carter responded.
"You tend to analyze it
very well."
Israel Ambassador to the
U.S. Simha Dinitz, speaking
at an Atlanta press confer-
ence, told reporters that the
settlements were not illegal
because the West Bank of
the Jordan River was not
being occupied by a foreign
power.
Dinitz reminded reporters
that Secretary of State
Cyrus Vance conceded re-
cently that the legal status
of the area is "pending."
President Carter's state-
ment was in response to a
report in Israel that Agricul-
ture Minister Arik Sharon
had said several settle-
ments had been established
in the West Bank in the
past in secret. Sharon de-
nied making the statement.
Israeli Premier Menahem
Begin indicated in a series
of weekend interviews that
he would not countenance
independent expressions of
policy by members of his
Cabinet.
There is no policy of indi-
vidual ministers, there is a
policy of the government,
he told interviewers when
asked about the statements
by Sharon.

the first time in a new book
entitled "100 Israeli Folk
Dances", published by the
Israel Folk Dance Institute
of the American Zionist

as saying that Israel would
never withdraw from the
Golan Heights although
Begin has indicated to Pres-
ident Carter Israel's read-
iness for certain with-
drawals from the Golan in
the framework of a peace
treaty.
Begin claimed that if the
American administration
had tried to pressure Israel
to accept PLO participation
at the Geneva Conference
Israel would have said no
to the conference. He said
it was inconceivable that Is
rael should help PLO chief
Yasir Arafat and his associ-
ates topple the Hashemite
monarchy in Jordan and set
up a Palestinian state
there.
With respect to peace ne-
gotiations. Begin said the
time for interim agree-
ments was past. What Is-
rael wants now is full peace
in accordance with historic
precedents including diplo-
matic and consular rela-
tions, he said. He stated
that his recent visit to Ro-
mania was more than cere-
monial but refused to go
into details. He also defend-
ed Israel's relations with
South Africa. He said Israel
was against racial discrimi-
