TEL AVIV (JTA) —
Chief of Staff Gen. Mor-
dechai Gur said in an Army
Radio interview over the
weekend that Israel's
armed forces are now
strong enough to give Israel
almost complete freedom of
political maneuver during
the coming year.
He warned, however, that
cuts in the defense budget
would limit freedom to ma-
neuver between political
and military constraints.
He also spoke at length of
the increased use of women
personnel in jobs hitherto
occupied by male soldiers.
sailors and airmen in order
to free them for combat
duty.
He disclosed that the Air
Force is now offering pilot
training to women.

NEW YORK — In a rare
public appearance last
Friday, the head of the So-
viet Union's secret police
classified Soviet dissidents
with common criminals.
Yuri Andropov, chief of
the KGB, said that the num-
ber of dissidents is drop-
ping. "Unforttinately, they
exist — like thieves, bribe-
takers, speculators and
other criminals exist."
It was the strongest at-
tack ort, the human rights
movement in the USSR
since Soviet President Leon-
id Brezhnev's March 21 ad-
dtess which stated that
"the semblance of internal
opposition" is being created
by false publicity.
Meanwhile, one of the
most popular exhibits at
Moscow's first international
book fair is the Israeli ex;
hibit, according to reports
from the Soviet capital.
Yair Shepon, the Israeli ex-
hibit's director, reportedly
told reporters that he had
no customs problems with
the 500 books from three Is-
raeli publishers.
There are 1.500 publishing
firms. from 63 countries, in-
cluding 900 from the West
at the fair. ,Some American
concerns did not participate
because of concern about
censorship.
Myrna Shinbaum of the
Association of Jewish Book
Publishers said there was a
rigopuS check on books
brought in by the Associ-
ation but that nothing was
removed.
However. other American
companies reported having
some of their books seized.
The Lerner Publications of
Minneapolis had a mon-
ograph. "The Jews in Amer-
ica," confiscated along with
two others in its ethnic
series, "The Ukrainians in
America." and "The
Czechs and Slovaks in
America."
-- The American Jewish
Committee has commended
the Association of Ameri-

can Publishers for resisting
attempts by Arab countries
not only to impose trade
boycotts on American books
but also to censor the con-
, tent of. such books.
Richard Maass. AJCom-
mittee president, cited a re-
cent appeal by the AAP to
"the conscience , of the Arab
nations" to permit unham-
pered exchange of books
"regardless of national ori-
gin or political content."
In a statement titled
"Freedom to Read," Maass
quoted the AAP appeal, re-
porting that "a prominent
American publisher was
banned fi- om an inter-
national book fair in Bag-
hdad for refusing to answer
questions about a book on
Israel."
