Dayan Is Carrying Written Plans
for Mideast Peace to Washington

JERUSALEM (JTA)-
Foreign Minister Moshe
Dayan will be leaving for
the United States in a few
days carrying a cabinet-ap-
proved Israeli peace plan.
The plan, the substantial
contents of which have
been kept secret, will not
be accompanied by maps.
Only its first clause has
been disclosed. This affirms
that the state of war be-

"FIRST FOR
A REASON"

ended.
The Cabinet also approv-
ed the "rules - that will
serve as a guideline in
Dayan's talks with Secre-
tary of State Cyrus Vance
and other American offi-
cials in what will be the be-
ginning of a round of talks
between Vance and Middle
East foreign ministers.
The only other hint of
what the peace plan con-
tains was in the disclosure
that Dayan will carry an ac-
companying letter to Vance
containing, in the words of
Prime Minister Begin, "the
rules according to which Is-
rael would determine the
boundaries."
The peace plan is the
first that Israel has pre-
pared in writing and is ex-
pected to be conveyed by
Vance to the Arab foreign
ministers with whom he
will meet later this month.
Vance is believed to have
asked the Arab 'govern-
ments for similar peace
plan drafts to serve as the
basis for negotiations. So
far, none of the Arab gov-
ernments are known to
have prepared such a plan.

Haley Awarded
Hebrew U. Degree

JERUSALEM (JTA) —
Alex Haley, author of the
best seller, "Roots," was
awarded an honorary de-
gree by the Hebrew Univer-
sity "in recognition of the
special significance his
book has for the Jewish
people."
Haley said, in accepting
the fellowship, that "it
spoke to all those who have
suffered persecution and
have been discriminated
against."
The author, a descendant
of slaves in the American
South, said he found paral-
lels between the plight of
Jews in history and that of
Black Africans who were
sold into slavery. "Both
have proven that by cour-
age and perseverance they
can surmount whatever dif-
ficulties they encounter,"
he said.

flexibility in conducting his
talks in the U.S. He will be
out of the country for a
month.
Meanwhile, there was no
confirmation that Israel's
peace plan would include a
proposal that Arabs on the
West Bank would be given
a good deal of local autono-
my and self-government, in
order to develop a lead-
ership which would be inde-
pendent of the Palestine Lib-
eration Organization while
Israel would continue to
maintain strategic military
installations to assure secu-
rity.
Neither was there any
confirmation of speculation
that Dayan may meet with
one of the Arab foreign min-
isters while the envoys are
in New York during the
United Nations General As-
sembly session.

Dayan Group
Causes Concern

TEL AVIV (JTA)—The
formation of a "debating so-
ciety" by Foreign Minister
Moshe Dayan and his sup-
porters is arousing concern
in Israel's three major par-
ties that the group may be -
the embryo of a new politi-
cal faction aimed at enhanc-
ing Dayan's position in the
government and eventually
propelling him to national
leadership.
The initiators of the
group, who include some
prominent members of the
Labor Alignment, Likud
and the Democratic Move-
ment for Change (DMC)
deny this and insist that the
"debating society," as they
call it, will be limited to dis-
cussions of vital policy
issues that confront Israel.
They claim that the pre-
sent government's policies
in foreign affairs, defense
and relations with the
Arabs enjoy wider support
than is reflected in Likud's -
narrow Knesset majority.
They extended invitations
to some 500 members of
various parties and of the
kibutz and moshavim move-
ments to attend the in-
augural meeting of the
group last Saturday, at
Mar Hamacabia in Ramat
Gan.
