The poll, taken between June 24 and 'July 3, in- volved hour-long interviews with 1,026 Jewish voters, deemed to be a cross-sec- tion of the electorate in Is- rael. The findings were re- leased Monday.. Observers believe the switch to Likud is an in- dication that the Oriental Jews, who form a majority among Israelis, resent what has been described as their social underdog status and have turned against the country's heretofore en- trenched establishment. According to the Harris statistics, 54 percent of the Israeli electorate now identi- fy themselves as Orientals of African or Asian back- ground. In the survey, 43 percent of the Orientals had voted for Labor in the 1973 election, with 41 percent for Likud. But last May, the poll revealed, 52 percent of the Oriental vote went to Likud, with a drop to 21 per- cent for Labor. The poll showed that Ori- ental Israelis were strongly committed—by 68 percent— to Jewish settlement of the West Bank and only 24 per- cent said they favored re- turning even parts of the territory to Jordan. The polls found that per- sonal support for Begin rose after his election vic- tory, and most of those sur- veyed said they expected him to complete his four year-term despite some con- cern about.- his health. Asked what the top prior- ities of the Begin regime should be, most cited a need to improve Israel's economy. This was followed closely by a need to find a peaceful settlement with the Arabs. However, less than half of those interviewed said they thought Begin would find a way toward a peace- Yeshiva U. The program will empha- size the utilization of cur- rent knowledge in profes- sional practice. Among the areas covered will be the biological and medical. and the psychologi- cal aspects of aging, major legislation affecting older adults, management of pro- grams for older adults, in- stitutional and community ful solution. Bare major- ities said he was capable of restoring Israel's economic well-being and bringing the "most capable people into the government." Much larger majorities said they expected Begin to adequately handle the ques- tion of allowing more settle- ment in the administered territories, to rally support from Diaspora Jews and to run a scandal-free govern- ment. In other issues, the poll showed that a majority of Israeli voters felt that Begin would have some trouble in dealing with Washington. Two-thirds said they disliked President Carter's pronouncements about the Middle East, espe- cially a Palestinian "home- land" and Israeli with- drawal to its pre-1967 bor- ders. However 93 percent said they regarded the United States as a .friend; 63 per- cent said they felt the same way about Britain and 68 percent about West Ger- many, but only 34 percent said they regarded France as a friend of Israel. Harris said that the sur- vey had been commissioned privately for $35,000—"close to our cost"—by Edgar M. Bronfman, chairman of the Seagram Company. Meanwhile, it was report- ed that a majority of Is- raelis (50.8 percent) believ- es that Prime Minister Begin is prepared to make compromises for the sake of peace with the Arab coun- tries, and- that his public militant statements are merely a tactical ploy in his negotiations, according to a survey made by the PORI Institute which was recently made public. Only 15.2 percent of the public believes that Begin is truly a militant and that his stance is not capable of compromise. At the same time 12.8 percent said that Begin is, in their view, not a militant at all, in terms of his public utterances. 20.7 percent of the popu- lation expressed no opinion one way or the other. - Aging Program settings, and counseling the older adult.
