dorsing racial quotas in uni-
versity admissions.
In a letter to the Presi-
dent, Burton M. Joseph,
ADL's national chairman,
said that the agency is con-
cerned about press ac-
counts that the Justice De-
partment plans to file an
amicus brief in the Regents
of the University of Califor-
nia v. Bakke case now pend-
ing before the United States
Supreme Court.
The case involves a fixed
racial quota under which 16
out of 100 places in each en-
tering class of the univer-
sity's Davis Medical facil-
ities were reserved for mi-
nority applicants who were
judged apart from and
under lower standards than
white applicants who were
denied admittance.
Noting the President's
"election campaign prom-
ise to eschew racial
quotas," Joseph said that a
government amicus brief
supporting such quotas in
university admissions
would violate "the che-
rished American principle
of judging people on the
basis of their individual
worth and capacity rather
than on the basis of their
race."
He said that it would en-
danger racially neutral cri-
teria not only in the educa-
tional sector but in public
and private employment as
well.
The letter stated that
ADL is one of the major
human relations agencies
that have played an impor-
tant role in the long
struggle to win full human

Is N egotiating
With France

PARIS (JTA )—A person-
al representative of Israeli
Knesset member Samuel
Flatto-Sharon has arrived -
here to try and negotiate
with the French Ministry of
Finance a settlement of
Flatto's fiscal debts.
The
representative,
Shabtai Kalmanowitz, said
Flatto is prepared to pay
"a six figure sum" on condi-
tion that a settlement will
also cover the criminal pro-
ceedings launched by the
State Attorney General who
has charged the former
French Jewish financier on
31 counts, from fraud to em-
bezzlement.
Finance Ministry sources
confirmed they will meet
with Kalmanowitz.
