CLEVELAND (JTA )—A
special program of the Jew-
ish Community Federation,
through which an estimated
400 Jewish families have
been located in a changing
area of Cleveland, is now
operating with regular fund-
ing as part of the feder-
ation's regular budget, ac-
cording to a federation an-
nouncement.
The Heights Area project
has been given an expanded
staff of two full-time and
one half-time professional
staff workers. Since its crea-
tion five years ago, the proj-
ect has been funded as a
special project of the feder-
ation's endowment fund,
which was an unusual devel-
opment since endowment
grant funds are usually
made for a maximum of
three years, the announce-
ment said.
The change means that
the project has been ele-
vated from a temporary ex-
perimental effort to an es-
tablished component of fed-
eration functions. It has
been funded at $28,000 for
the 1977-78 fiscal year.
The project's functions
will include assistance to
persons to obtain interest-
free second mortgage loans
through the mortgage assist-
ance program of the proj-
ect. Volunteers with exper-
tise in various fields will be
recruited to help the proj-
ect.
The project has received
national attention from Jew-
ish communities as a pio:
veering effort.

Government officials con-
firmed reports from Johan-
nesburg that South African
Foreign ,Minister Roel of
Botha speht last weekend in
Israel on his way to Eu-
rope.
They declined to confirm
that he had met with Israel
Foreign Minister Moshe
Dayan, but a South African
Embassy spokesman in Tel
Aviv confirmed that Botha
had paid "a courtesy call"
on Dayan. The spokesman
said the South African offi-
cial h4d also toured Ma-
sada.
Israeli officials would
have preferred to keep
Botha's stopover here a se-
cret and were disconcerted
when word of it leaked out
in Johannesburg.

The Israeli reaction was
due to the fact that Israel
has come under incessant
criticism in international
forums from Third World
and "progressive" _ _ coun-
tries for its ties with South
Africa, even though its dip-
lomats demonstrate time
and again that these ties
are no broader nor deeper
than those which it has with
other countries.
In a related development,
the Israeli Foreign Ministry
office "emphatically" de-
nied a claim in the latest
issue of Newsweek of Is-
raeli-South African arms co-
operation. There was no
truth in the claim, the
spokesman asserted. He
also denied a CBS-TV re-
port that Dayan did indeed
meet with King Hussein of
Jordan during his trip to
London two weeks ago.
