field under study.
It reserved the right to
veto any member of the
mission.
The agency reorganized
on a regional basis in 1974
and excluded Israel from
all of its regions. The organ-
ization also censured Israel
for archeological excava-
tions and new building proj-
ects in Jerusalem and for
its education policies in the
occupied areas.
UNESCO asked to send
delegations to study these
issues, but until now Israel
has refused, noting that the
organization already had
passed resolutions con-
demning the Israeli activi-
ties that were to be in-
vestigated - and asserting
that any "fact'finding"
would be used only for
Arab propaganda.
Last year the agency
amended its procedural
rules and allowed Israel to
join the European region,
thereby restoring it to full
membership. The United
States earlier this year de-
cided to restore its financ-
ing, which amounts to one-
fourth of the organization's
budget.
The Foreign Ministry offi-
cial, admitting that the Is-
raeli decision was a
"change of attitude," said
it could clear the way for a
relaxation of Israeli restric-
tions - against such other
United Nations bodies as
the World Health Organiza-
tion and the International
Labor Organization.

Rift Too Deep
for Geneva Talk

VIENNA (JTA )—Former •
Israeli Premier Yitzhak
Rabin said here that the
"rift between Israel and the
Arab countries is too deep
to convene a new round of
thd Geneva peace confer-
ence in the near future."
Rabin, in Vienna as a
guest of the Austro-Israeli
Society, asserted, "It is non-
sense to pretend that every-
thing is well, when every ex-
pert knows that an overall
solution is not posSible at
the present time."
He recommended a new
round of the step-by-step
policy -to overcome the im-
passe. "I consider the pol-
icy of small steps as the
only possible means to im-
prove the situation," Rabin
said.
