Israel Terms Romanian Meetings Positive, Despite Differences on M.E.

(Continued from Page 1)

The major difference that
emerged during the Begin
visit was Romania's insist-
ence that the Palestine Lib-
eration Organization be in-
cluded in Middle East nego-
tiations and the Israeli re-

jection of the PLO as a
negotiating partner. The Ro-
...anians used every op-
portunity to stress their be-
lief that the PLO was basi-
cally a moderate group and
that the Israelis could talk
to Yasir Arafat.
Israeli correspondents re-
ported that when Ceausescu
suggested to Begin that he
should meet with Egyptian
President Anwar Sadat and
Arafat, the Israel premier
responded "with Sadat,
with all due respect, but
with Arafat, under no condi-
tions."
Begin's meetings with
Ceausescu was considered
much warmer than th*cool
reception he received on his
arrival in Buchirest

public clash with Manescu.
The clash occurred at a
state dinner when Manescu,

in his toast of welcome,
urged the PLO's participa-
tion at Geneva and called
for total Israeli withdrawal
from the occupied terri-
tories and the creation of a
Palestinian state.
Departing from his pre-
pared text, Begin said, "It
is my sad duty to inform
you that the PLO wants to
annihilate the Jewish state.
No country would conduct
negotiations with such an or-
ganization."
The Israeli press reported
that a senior Romanian offi-
cial said Romania believes
the Arab states are not
ready for the creation of a
Palestinian state on the
West Bank and only want to
use the PLO for their own
purposes. The official was
seen as making this com-
ment to indicate that Israel

tian-owned stores.

Joshua Kheel, president
of the Pacific Southwest re-
gional board of the ADL,
and Stan Levy, president of
Bet Tzedek, announced the
simultaneous filing of three
civil suits in Los Angeles,
San Mateo County and san
Diego Superior Courts.
Kheel said at a press con-
ference that the suits are
being filed on behalf of the
ADL and four individuals
who are seeking redress
from religious discrimina-
tion.
The "Christian Business
Directory" is linked
through its director, Dan
Loeffler, to the California
Christian Campaign com-
mittee, which advocates
election of "Christians to
public office," Kheel said.
The "Christian Yellow
Pages" is distributed in
Fresno, Oakland-Richmond,
San Francisco, Sacramento,
Long Beach-Downey and Or-
ange County, California, as
well as in cities in Florida,
_ Georgia, Ohio, Oregon, Vir-
ginia and Texas.
Three suits allege viola-
tions of several California
statutes, according to
Kheel, including the Unruh
Civil Rights Act, which
states that "business estab-
lishments of any kind what-_
soever shall not discrimi-
nate against, boycott or
blacklist, refuse to buy
from, sell to, or trade with
any person in this state be-
cause of race, creed, reli-
gion, color...of such per-
son..."
The suit seeks damages
and injuctions under the
Unruh Act, the Unfair Busi-
ness Practice portion of the
Civil Code of California,
and the Berman Act section
of the California Anti-Trust
Act.
In an open letter to the
Anti-Defamation League,
the "Christian Yellow
Pages" recently defended

ing to the PLO.
The PLO was the main
subject in the last meeting
between Begin and Ceau-
sescu which took place Mon-
day. The conversation on
the terrace of Ceausescu's
cottage outside Bucharest,
followed by a cruise on Sna-
gov Lake, and a walk to a
nearby monastery, took
some five and a half
hours—much longer than ex-
pected for this second ses-
sion between the two lead-
ers.
Summing up the visit,
Begin said that he had
raised the subject of speed-
ing family reunions in his
talks with the Romanians.
He did not elaborate.
A sense of cautious optim-
ism was reported among
some Israeli officials on
this subject. It was based
