Bonn Denies West German Role
in Gestapo Chief Kappler's Escape

BONN (JTA i—Bonn has
denied collaboration in the
escape of former Rome Ges-
tapo Chief Herbert Kappler
from Italy to Germany and
says it will "carefully
study" the Italian govern-
ment's request for extra-
dition.
In a statement the govern-
ment said it is convinced
that the Italian govern-
ment's attempts to clarify
the circumstances of Kap-
pler's escape will confirm
that there is no ground for

a cooling of the friendly
relationship between both
countries. Neither the feder-
al government nor any of
its agencies were involved
in the preparation or execu-
tion of Kappler's escape.
which it only learned about
subsequently.
In Vienna, Simon Wiesen-
thal, head of the JeWish
Documentation Center. said
the escape of German war
criminal Herbert Kappler
from a Rome military hospi-
tal must have been the
work of an organized group.

Wiesenthal's speculation
seemed to be proven when
it was learned that former
members of Heinrich Him-
mler's SS helped Nazi war
criminal Kappler escape.

According to the German
newspaper, Bild am Son-
ntage_ "The flight was
planned and prepared by
former members of the SS.
One of them. an Austrian,
was an officer of the SS
Security Service in Rome
during the War."
Kappler, 70, was a colo-
nel in the SS and served as
Nazi police chief in Rome.
He was sentenced to life im-
prisonment for the murder
of 335 Italian hostages. Kap-
pler and his wife traveled
to Germany from Italy by
way Of Austria after his es-
cape last week.

of helping top Nazis escape
from justice—could have
been involved.

German authorities have
ignored formal demands for
Kappler's return because
the federal constitution
bars any extradition of Ger-
mans to foreign nations.

• Among those supporting
the extradition of Kappler
were Histadrut, the Israeli
Labor Party and the World
Federation of Jewish Fight-
ers. Partisans and Camp In-
mates.
Meanwhile, the West Ger-
man government. in open
disagreement with former
Chancellor Willy Brandt,
said that neo-Nazi activities
were not a cause for con-
cern and were well under
control.

Brandt, now president of
the Social Democratic
Party, said in a letter to
Chancellor Helmut Schmidt
that he was worried about
attempts to revive the ideol-
ogy and symbols of Nazis in
rallies of extreme right-
wing groups.

Armin Gruenewald, an of-
ficial spokesman. said that
the federal government did
not share Brandt's concern
over a possible resurgence
of Nazism. Right-wing
groups were being "ob-
served with attention. "
Gruenewald said.
Brandt said he suspected
that local authorities were
less vigilant against the dan-
gers "which threaten us
from extreme right-wing,
neo-Nazi groups" than
against anti-democratic at-
tacks by extremists "at the
other end of our political
spectrum." He added that
the state had an adequate
arsenal of measures to pro-
tect itself from its enemies,
and that these should be ap-
plied equally to all persons
irrespective of their status.

Russian Mahzor
Guide Issued

NEW YORK — The Al
Tidom Association has pub-
lished a "Companion to the
Mahzor" for the High Holi-
days in Russian and Hebr-
ew.
A collegium of Russian
Jewish scholars is presently
preparing a translation of
the Rosh Hashana and Yom
Kippur mahzorim into mod-
em Russian, since present
translations are in anti-
quated Russian. Because
the new mahzor will not be
ready for this High Hoj.iday
season, the - Companion To
The Mahzor" has been pub-
lished to facilitate Russian
Jews to participate in the
synagogue services.
The "Companion to the
Mahzor" is available free
