"Let me remind you that
for 19 years from 1948 till
1967 Israel was not estab-
lishing settlements in the
West Bank" during the peri-
od the area was under Jor-
dan, Herzog said in a
speech delivered at the 63rd
annual national convention
of Hadassah at the New
York Hilton. "Did the
Arabs talk of peace? Did
the Arabs negotiate
peace?"
The - Israeli envoy de-
clared that the -obstacle to
peace is the Arab refusal to
recognize the Jewish
people's right to sover-
eignty in its ancient home-
land. The obstacle to peace
is an implacable Arab refus-
al to recognize Israel, to
negotiate with Israel, to
make peace with Israel.
The obstacle to peace is the
refusal of the Arab coun-
tries to sit down at the nego-
tiating table with Israel."
Herzog also contended
that the main issue in the
Middle East is not the
Arab-Israeli conflict but
intra-Arab disputes as seen
in Lebanon, North Africa
and what he called So-
malia's aggression against
Ethiopia, among other con-
flicts. "The major problem
facing the world in our area
today is the Arab world,
torn, disunited, working at
cross purposes, conniving,
conspiring one against the
other, unstable, and prey
every day in each country
to the personal ambitions of
some aspiring colonel or
general," he said.
Herzog reiterated Israel's
opposition to any dealings
with the Palestine Liber-
ation Organization whose re-
cord he stressed "is based
on the most brutal terror-
ism." He said there is no

Later in the week, Herzog
sharply criticized UN Secre-
tary General . Kurt Wal-
dheim for expressing "regr-
ets" about the decision by
the Israeli government to
establish three new settle-
ments on the West Bank.
Herzog said that Wal-
dheim "seemed so pre-
occupied with the decisions
of the Israeli government
that he was impervious to
the shedding of Israeli
blood by the Palestine Lib-
eration Organization."

Herzog noted that since
the beginning of July, Wal-
dheim had criticized Israel
three times. During the
same period, the PLO had
carried out at least seven
acts of terror against civil-
ians in Israel and the West
Bank. Herzog said that Wal-
dheim had not once spoken
out against the PLO. He
termed this a double stand-
ard.
At the Hadassah conven-
tion, Gov. Hugh Carey of
New York agreed with Her-
zog's assessment, stating
that the most serious ob-
stacle to a Mideast peace
"is the threat to the exist-
ence of Israel posed by the
rhetbric and terrorism" of
the Palestine Liberation Or-
ganization.
Hadassah President Ber-
nice Tannenbaum said in
her address, "If Israel is to
hold its own against the
united Arab world—rich in
geography, rich in people,
super-rich in oil and
money—the United States
cannot realistically be even
handed. It must favor Is-
rael."
Mrs. Tannenbaum de-
clared, "In order to protect
the rights of smaller, weak-
er nations, they must re-
ceive preferential treat-
ment—call this the 'righting
of the diplomatic balance of
power'.
"The Helsinki Accord il-
lustrates 'that might makes
right': despite the con-
stitutions, amendments, res-
olutions and the Declara-
tion of the United Nations
guaranteeing the integrity
and sovereignty of nations,
Russia's total absorption of
Lithuania, Estonia and Lat-
via, and its annexation of
large parts of Finland, Po-
land, Czechoslovakia and
Romania—was legiti-
mized."

Grave Robbers

JERUSALEM (JTA )—
The Committee For the Pro-
tection of Jewish Sanctities
plans to install automatic
television scanners to com-
bat the recent thefts of
grave ornaments in the
Holon Cemetery, a com-
mittee spokesman said.
Some 40 members of the
committee met in Jerusa-
lem and decided to hire pri-
vate detectives to protect
the cemetery. Over the last
five weeks police have re-
ceived complaints about
thefts of copper fences and
marble ornaments.
