U.S. Officials Affirm Backing of Present Version of UN 242
WASHINGTON (JTA)-
The United States Wednes-
day appeared to close the
door tightly against any
"tampering" with United
Naitons Security Council
Resolution 242, the bedrock
of a Middle East settlement
since the Six Day war. How-
ever, cracks in the asserted
US opposition to any
change in it or to it contin-
ued to exist—cracks that
could be widened under suit-
able circumstances.
"We are basically op-
posed to altering or amend-
ing 242," State Department
Hodding Carter siad. He
was responding to questions
stemming from a reported
French government move
and Arab suggestions to es-
tablish the Palestine Liber-
ation Organization as a
party to negotiations by ac-
tions of the Security Coun-
cil.
Carter called 242 a "mat-
ter carefully wrought," and
"to try to amend that
would needlessly com-
plicate" the political proc-
ess. It is "something that
cannot be tampered with,"
he said. When reporters sug-
gested that possible a new
resolution would be offered
that would embrace all of
Begin Warns
of Assimilation
LOS ANGELES (JTA) —
Premier Menahem Begin
declared in a taped mes-
sage to the 52nd annual con-
vention of the American
Mizrachi Women. which
ended last week, that the
Jewish people "are losing
tens of thousands of its sons
and daughters through inter-
marriage and assimila-
tion." He told the delegates
that "your task is to pre-
vent this process from con-
tinuing."
Begin also urged the dele-
gates "to bring our young
girls nearer to tradition. to
instill into their hearts the
love of the -Jewish people"
and of Judaism and "of our
customs, - including "light-
ing the Sabbath candles and
attending synagogue serv-
ices. - He also said that
"the second language of
every Jewish youngster
should be Hebrew."
Zvi Brosh, Israel's consul
general in Los Angeles, told
the delegates. at another
session, that Israel had
been strengthened by the
election of "a government
that, when it comes to nego-
tiations for peace, speaks
for the overwhelming ma-
jority of Israelis."
Brosh also said that he
felt there is "a better
chance" now for progress
toward Mideast peace than
at any time during the past
30 years but he cautioned
the delegates against optim-
ism created by a press
which "lauds every hint of
Arab moderation."
242 but add the idea of "Pa-
lestinian Homeland," the
spokesman replied that
"any attempt to alter this
fundamentally, to do what
you are suggesting, is some-
thing we would oppose."
The discussion ended
after Carter said "Basically
we are opposed to trying to
remove or alter what has
been the framework docu-
ment for the negotiations."
Much of the feeling that
the US position is not as air-
tight as it now appears is
based on President Carter's
statement about the PLO
on Aug. 9 in Plains, Ga.
The President said that "If
the Palestinians recognize
the applicability of UN Res-
olution 242, then it would
open a new opportunity for
us to start discussions with
them. The thing that has
made the Palestinians reluc-
tant (to accept 242) is that
at the time it was passed it
only referred to the Palesti-
nians as refugees. If the Pa-
lestinians should say -"We
recognize UN Resolution
242 in its entirety but we
think the Palestinians have
additional status other than
just refugees that would
suit us."
The question arose of can
the US continue to accept
242 in its entirety without
amendment and accept the
demand by the PLO that
the Palestinians be referred
to as more than "re-
fuggees," the designation
for them in the resolution.
The US position is, by
written agreement with
Isrel, that it will not com-
municate with the PLO
unless the terrorist organi-
zation accepts 242. Israel
will not have any dealings
with the PLO under any cir-
cumstances. That situation
provides a basis for con-
firmation between Washing-
ton and Jerusalem should
the President accept the
PLO's version of 242.
Hodding Carter, said "not
much information has devel-
oped" about the PLO since
the President and Secretary
of State Cyrus Vance report-
ed early last week about
hints from Arab govern-
ments that the PLO would
accept 242 with , modifica-
tions. After that the French
were reported to have
broached the idea of an
amended 242.
