Basically, it should be the
groom since he is involved
in performing the mitzva
and one who performs a re-
ligious duty pronounces a
benediction. However, two
reasons are offered for hav-
ing a third party pronounce
the benediction.
One reason is that it
might appear as if the
groom was boasting in pub-
lic and marriage is to be
considered in a framework
of modesty and humility.
Along with this logic goes
the contention that should
the groom be required to
pronounce the benedictions,
this might embarrass those
grooms who might not be
able to pronounce them be-
cause of some lack of knowl-

edge.
It is for this same reason
that the groom traditionally
repeats the marriage for-
mula (haray at, etc.) after
the rabbi instead of doing it
completely on his own for
the sake of not embarrass-
ing those grooms who
might not be able to recite
the words in Hebrew on
their own.
The second reason has to
do with the content of the
benedictions. The general
theme is to declare the role
of the Almighty in affording
the bride and groom the oc-
casion to rejoice. If, then,
the groom pronounces the
benedictions by himself it
looks almost as if he is
blessing himself. This is es-
pecially so because some of
the benedictions offer a
wish for the bride and
groom to be happy and gen-
erally speaking one should
rather pray for others than
for himself.

that Judaea, Samaria and
the Gaza Strip are an in-
tegral part of Eretz Yis-
rael.)
Begin described the deci-
sion as purely humanitarian
and he therefore did not ex-
pect any negative Ameri-
can reaction. "What did we
do wrong?" he asked.
"Every man should praise
this decision."
A new regulation en-
abling West Bankers and
Gazans to join a health in-
surance system will be pub-
lished in the next few days.
According to the regulation
every resident in the two
areas will be able to join
the health insurance system
by making a small pay-
ment. The poor and needy
who cannot afford this pay-
ment will be subsidized by

the Social Welfare Ministry.

Another regulation soon
to be published will provide
for equal payment and
equal social improvements,
including insurance for
Arabs from the adminis-
tered areas working in Is-
rael. An additional regu-
lation will enable the West
Bank and Gaza bus com-
panies to get loans for reno-
vating their fleets of buses.
