Proposed Conflict of Interest Regulations
Are Drawn Up for Israel Cabinet Members

JERUSALEM (JTA )—A
public committee recom-
mended Sunday to the gov-
ernment a series of measur-
es to avoid a conflict of in--
terest between ministers
and their private business
activities.
The committee, headed
by Supreme Court Justice
Shlomo Asher, was appoint-
ed by the government to

look into the possible con-
flict of interests of min-
isters and deputy. ministers
who are also owners of busi-
ness enterprises.
If adopted, the recommen-
dations may force some of
the ministers, especially Ag-
riculture Minister Ariel Sha-
ron and Commerce and In-
dustry Minister Yigael Hur-
witz to get rid of assets

UNRWA Gets Saudi Donation

GENEVA
(JTA )—The
United Nations Relief and
Works Agency for Palestine
refugees in the Near East
(UNRWA) announced last
week that the Ambassador
of Saudi Arabia to the
United Nations had in-
formed the UN Secretary
General and the Commis-
sioner-General of UNRWA
of his government's deci-
sion to make a special con-
tribution of $2 million to the
agency's programs in 1977.
This pledge is in addition
to Saudi Arabia's regular
contribution of $1.2 million
for this year. Saudi Arabian
contributions to UNRWA
since 1950 total over $31 mil-

to Get Award

LILLIAN CARTER

NEW YORK — Lillian
Carter. mother of President
Carter, will receive the Cov-
enant of Peace Award from
the Synagogue Council of
America, at ceremonies in
New York Sept. 25.
Mrs. Carter will be the..
first woman to receive the
award for Americans "mak-
ing outstanding contribu-
tions to the cause of
peace."
UN delegate Andrew
Young will be the keynote
speaker at the September
dinner, of which Edgar M.
Bronfman is chairman.

Jewish Legion
Group Formed

JERUSALEM (JTA)—A
Dor Hemshekh, the young
leadershipl grouop of .Jew-
ish Legion veterans of
World War I is to be found-
ed next week. The aim of
this organization, according
to a spokesman, is to contin-
ue the program of the "his-
troical values of the cour-
age and valor that pre-
vailed 60 years ago, when
the Jewish Legion was or-
ganized.

UNRWA still faces the
prospect of a deficit on this
budget of $13.8 _ million.
In addition, the extra ordi-
nary one-time cost of hous-
ing the Palestine refugees
desplaced by the conflict in
Lebanon is estimated at $12
million, to which UNRWA it-
self is unable to allocate
funds until the deficit on
the regular budget has been
covered. Of the $12 million,
a specially earmarked sum
of $3.3 million has been
pledged.

Bnai Brith Head
Favors Youth Role

CHICAGO (JTA)—Young
people, be given a
greater voice in determin-
ing the future of Judaism,
David M. Blumberg, the
president of Bnai Brith told
a press conference last
Friday on the eve of the an-
nual summer meeting of
the organization's board of
governors.
He said that young Jews
are looking for "realism in
their religion." They want
Judaism to be reflected in
all parts of their lives—
their home, their business,
their daily relations with
others—and not merely in
their synagogues and on the
Jewish holidays, he said.
On other issues, the Bria
Brith president commented
that passage of the proposal
to amend Israel's Law of
Return would,. in his view,
"be tremendously dis-
ruptive." He added that he
did not think the amend-
ment would be approved by
the Knesset.
Asked about the recent at-
temptrs by a small group of
American Nazis to march
in nearby Skokie, Ill.,
where some 7000 survivors
of the Holocaust now re-
side, Blumberg said that he
would advise the Jewish
community there to ignore
the - Nazis.


Nazi Defense
to Cost ACLU

CHICAGO — David Ham-
lin, executive director of
the Illinois division of the
American Civil Liberties
Union, says his organiza-
tion will lose up to 2,000 of
its 8,000 members because
it is defending Nazis who
wanted to march through
the heavily Jewish suburb
of Skokie.
Hamilin says the money
loss to the ACLU could be
about $60,000 a year.

Begin Invited
to Visit Romania

TEL AVIV (JTA)—Pre-
mier Menahem Begin said
he has accepted an official
invitation to visit Romania
and indications are that he
may be going to Bucharest
by the end of this month.
An official announcement
on the exact date of the
visit is due to be announced
shortly in Bucharest and Je-
rusalem .simultaneously.
Begin's visit will be the
second time an Israeli Pre-
mier has gone to Romania.
Premier Golda Meir was
there in 1972.
Israeli political circles at-
tribute a great deal of im-
portance to Begin's up-
coming visit in view of Ro-
mania's position among the
Third World countries and
her position in the Arab
world.
Meanwhile Austrian Chan-
cellor Bruno Kreisky said
that Begin has a standing,
open invitation to visit
Vienna. There are also ong-
oing negotiations for Begin
to visit Paris toward the
end of this year.

IDB Shows Gains

NEW YORK — Israel Dis-
count Bank Ltd., the princi-
pal subsidiary of IDB Bank-
holding Corporation Ltd.
has reported a 10 percent in-
crease in consolidated
assets in terms of U.S. dol-
lars. Consolidated assets
reached $4.6 billion, up
from $4.2 billion at year
end 1976.
The consolidated balance
sheet of the bank includes
the following subsidiary
companies: Barclays Dis-
count Bank Ltd.; The Mer-
cantile Bank of Israel Ltd.;
The Israel Development
and Mortgage Bank, Ltd.
Industrial Finance Bank
Ltd. ; Israel Discount Trust
Co., New York and Manpi-
kim Discount Bank Issues
Corp. Ltd.

NY Gets New
Kosher Meat Law

ALBANY, N.Y. (JTA)—A
bill requiring retailers of
kosher meats and poultry to
indicate to the shopper
whether their fresh meat
and poultry have been
soaked and salted or not
has been signed into law by
Gov. Hugh Carey.
A spokesman for the Gov-
ernor's office said this ap-
parently was the first such
state law in this country.
He said the legislation was
introduced after the Kosher
Law Enforcement Division
of the state Department of
Agriculture and Markets re-
ported that this was a
major problem for shoppers
for fresh kosher meat and
poultry.

Chemical Firm
Pays Boycott Fine

WASHINGTON (JTA)—
The U.S. Department of
Commerce said Tuesday
that Hercules Inc., the
chemical company, has
paid a fine of $1,000 to the
U.S. Treasury for violations
of the Export Adminis-
tration Act, involving the
Arab boycott provisions two
years ago.
Hercules had failed to re-
port three instances of boy-
cott-related requests deal-
ing with registering some
patents in Iraq.
The violations were re-
garded as "unintentional"
and the company took steps
to "nullify the discrimina-
tory act," Commerce offi-
cials said. Hercules is cur-
rently in compliance with
the U.S. boycott regu-
lations.
