raised in parliament later
this month. Deputy Klaus
Immer, representing
Bonn's major government
party. the Social Demo-
crafts. has submitted ques-
tions to the government.
Immer asked whether the
government is "able and
willing" to take legal steps
against the publisher of a
pamphlet distributed at a
recent South German reun-
ion of members of a former
SS division.
According to Immer,
the pamphlet contained
"slanderous" accusations
against inmates of Nazi con-
centration camps as well as
"dangerous" attempts to

International Group Planning
to Fight Israeli Drug Abuse

NEW YORK (JTA)—The
International Anti-Drug
Abuse Foundation (IADAF)
has decided to devote its re-
sources and efforts during
the next two years to fight-
ing the increasing- problem
of drug abuse in Israel.
According to Mrs. Aviva
Najar, an Israeli child psy-
chologist who was one of
the founders of IADAF in
1973 and who is. a member
of the organization's adviso-
ry board, the decision to
concentrate on drug prob-
lems in Israel came after
representatives of IADAF
participated last year in a
conference in Israel in
which Israeli officials dis-
closed that"Israel is facing
severe drug abuse prob-
lems, especially among
young people."
Mrs. Najar said that she
and other members of
IADAF are presently en-
gaged in a fund-raising cam-
paign. The initial goal, she
said, is to raise $1 million
for establishing drug abuse
centers in Jerusalem, Jaffa
and Acre.
A major fund-raising din-
ner will be held in Decem-
ber in the Pierre Hotel in
New York, she said.
Mrs. Najar said that
IADAF will recruit. Ameri-
can drug experts for its ac-
tivities in Israel and will
hold seminars on methods
of treating and rehabilitat-
ing persons addicted to nar-

JERUSALEM (JTA)—
The growth rate of the Jew-
ish population in Jerusalem
is declining steadily despite
government policies aimed
at increasing the number of
Jews who live in the capi-
tal.
Housing and Construction
Minister Gideon Patt proj-
ected a 2.3 percent growth
rate this year, but he said a
3.7 percent rate is needed
to maintain the present
ratio of Jews to Arabs
which is 73-27 percent.
The rate has not been as
high as 3.7 percent since
1973. Patt said his ministry
would make every effort to
raise it to that level. He
also noted that in the last
10 years, the Housing Min-
istry built 14,800 flats in Je-
rusalem, 11.100 of them in
new neighborhoods.
