Congressmen Blast Planned
Sale of Jet Fighters to Saudis
WASHINGTON (JTA )—
The Carter Adminis-
tration's projected billion-
dollar sale of 60 F-15 air-
planes and related equip-
ment to Saudi Arabia drew
a strong protest to the Pres-
ident Tuesday from two
Congressmen who said the
transfer of this "most ad-

threaten the "fragile bal-
ance of power' in the
Middle East.
The planes, manufactured
by McDonnell-Douglas, cost
$14.6 million each. They are
twin-engined V1anes that
carry four missiles. Israel
is to get 25 of the aircraft,
Congressional sources said,
and Canada, Australia,
Japan and West Germany
are also seeking to buy
them.
Reps. Robert F. Drinan
(D-Mass.) and Benjamin S.
Rosenthal (D-N.Y.) said in
their letter to President Car-
ter that the "Eagles," as
the aircraft are called,
"can only serve to destabi-
lize the military balance, es-
calate the regional arms
race and violate the prin-
ciples of the President's
new policy to restrain arms
sales. "
In addition, the Congress-
men pointed out that the
Saudis face no real external
threat and already possess
"a formidable arsenal of
U.S.-provided arms." While
Saudi Arabia will not have
the technological capability
to use this "highly sophis-
ticated aircraft for many
years," Egypt and. Syria,
from whom Saudia Arabia
is financing arms pur-
chases, the Congressmen
said, possess both trained
pilots and technicians and
the military incentive to
use the F-15.
"We fear that should an-
other round of fighting
occur in the Middle East,"
the Congressmen wrote the
President, "Saudi Arabia
might not be able to resist
the pressure to become in-
volved. We are aware Saudi
Arabia has not violated
transfer agreements on
U.S.-purchased arms during
previous Arab-Israeli wars
but it is important to point
out that it did not have
such a formidable arsenal
in the past. There today
exists, as never before, the
dinstinct possibility Saudi
Arabia could use its sophis-
ticated weapons directly
against Israel or loan them
to another Arab power."
However, earlier in the
week, President Carter sign-
ed into law legislation that
for the first time authorizes
Congress to prohibit a coun-
try that buys arms from
the United States to trans-
fer them to another coun-
try. Previously, the Presi-
dent had simply to notify
Congress of his intention to
permit transfers of Ameri-
can-made weapons to third
countries.
Thus,
should
Saudi
Arabia, for example, wish
to transfer arms-.taught in
the U.S. to an Arab state
bordering on Israel, both
the President and Congress
would have to approve of it
to be lawful.
Theprovision is part of
the International Security
Assistance Act. It was first
proposed in 1975 by Sena-
tors Gaylord Nelson (D-
Wisc. )- and Clifford Case
(R-N.J.). President Ford ve-
toed the bill last year which
contained the proposal.
Congress first gained a
role in _the process of sell-
ing arms • when it adopted
the Nelson Amendment- to
the. Foreign Assistance Act
of 1974. This requires the
President to inform Con-
gress of any proposed for-
eign military sale exceed-
ing $25 million. Congress
has 30 days to consider the
proposal and can veto it if
,both Houses agree.
In another Middle East
arms project,. Congressional
sources said they did not ex-
pect opposition to the Car-
ter Administration's in-
tention to sell Egypt 12 pilot-
less reconnaissance aircraft
for about $30 million.
The Administration has
notified Congress that the
planes, known as "drones,"
will be equipped with cam-
eras that. Egypt could use
to photograph Israeli mili-
tary deployment.
A question the Congres-
sional committees may ask
is whether these Egyptian
drones could be turned into
cruise missiles by putting
explosives rather than pho-
.tographic equipment in
them. The drones are built
by Teledyne Ryan of San
Diego, Calif. They can fly a
pre-set pattern guided by
radio signals from the
ground or from a piloted
airplane.
In a related development,
the State Department main-
tained strict silence last
week on reports that the
Carter Administration , has
agreed secretly to help
Egypt refurbish–its fleet of
some 200 MIG combat air-
craft so that they will not
have to rely on spare parts
which the Soviet Union no
longer supplies to Egypt.
Department spokesman
John Trattner refused to
confirm or deny the reports .
and- would make no com-
ments when questioned by
reporters.
The Boston Globe report-
ed that according to Con-
gressional sources, the Ad-
ministration approved an ar-
rangement whereby two
U.S. defense contractors
would provide- technical ex-
pertise to help the Eg yypp
tians modernize the agii1ig
MIGs. This would include
replacing their original en-
gines with more powerful
Rolls-Royce Spey jet en-
- gins.
According to the Globe, a
"senior Administration offi-
cial" confirmed that the re-
port was generally correct,
but "too sensitive" • to dis-
cuss at this time.
The Globe story said,
"When completed, the re-
building effort would not
only solve Egypt's mount-
ing problem of how to keep
its front line Russian com-
bat aircraft operating with-
out Soviet spare parts, but
it also should improve the
overall performance of the
MIGs."
The report said that
Rolls-Royce, a British firm,
declined the rebuilding job.
Instead, two American
firms, one an aircraft manu-
facturer and the other an
engine manufacturer, were
approached to participate
in the project. The firms
were not identified. The re-
port noted that only Ameri-
can know-how, not equip-
ment, would be involved.
It said that President
Anwar Sadat of Egypt has
been under heavy , pressure
from his military to swal-
low his pride and patch up
his relations with Moscow
in order to check a contin-
uing deterioration of
Egypt's armed forces."
According to the Globe,
even with improvements,
the MIGs would be inferior
to Israel's American-made
F-4 Phantom jets and there-
fore the military balance in
the Middle East would not
be affected by the deal.
