Shenker, chairman of the WZO's Organization and In- formation Department says it is still premature to speak of specifics--espe- cially since his committee has not yet discussed its ideas with representatives of the government. (Cabinet secretary Aryeh Naor has been appointed by Premier Menachem Begin "coordinator" of Independ- ence Day preparations. The issue is scheduled for dis- cussion at the first meeting of the government-WZO joint board which Begin haS pledged will meet regularly every two months.) In general terms, Shen- ker outlined the following ideas that have been mooted: • The opening of the 29th Zionist. Congress, slated for Feb. 20, 1978, will serve as the official opening of Is- rael's 30th anniver§ary cele- brations both in the country and around the world. • Coincidentally with , the Zionist Congress, a world Jewish identity event would be organized, with all the major Jewish organizations participating. A re- search project undertaken by Tel Aviv University sci- entists transformed a spar- sely-vegetated 'area of the Northern Sinai desert into an area of natural' vegeta- tion within three years. The caravans would be rented in the various countries, and they would be manned by singers, danc- ers, scholars, speakers, and the latest in audio-visual aids. They would head for me- dium and small-size commu- nities and would spread the • word in the languages of the target communities. • Parallel to the Zionist Congress, but not neces- sarily simultaneously, a world congress of Jewish youth would be held in Je- rusalem. Communal and synagogue .bodies worldwide would be expected to cover the cost of sending young delegates to this congress. • An international quiz, along the lines of the tradi- tional Independence Day Bible Quiz, on the subject of "One Hundred Years of Aliya and Hityashvut" (set- tlement), to coincide with the centenary next year of Petah Tikva, the first Jew- ish agricultural settlement will be held.. • The number of seminar- tours of Israel organized by various overseas Jewish or- ganizations should be "doubled and trebled" dur- ing the 30th anniversary STEINBERG tiff Ei ouin flocks add became bar- ren, but by fencing off an area of 5 1/2 x 5 1/2 kilome- ters, the scientists were able to analyze the climatic changes that take place when over-grazing does not occur. A report on the proj- ect was presented to the In- ternational Conference on Space Research last month by Prof; Joseph Otterman of Tel Aviv University. On April 26, 1977, the U.S. LANDSAT satellite de- viated slightly from its regu- lar orbit in order to photo- gaph the fenced area in Sinai, and the first photo- aphs' from this mission ve already been re- - ceived. They indicate a dark patch , in the formerly light area, which demon- strates the restoration of ve- getation. The numerical data_ still being prepared and f. ro Otterman is ana- lyzing it this summer in the United States. "This -rapid change," says Prof. Otterman, "high- lights the fact that to re- store vegetation in Sinai and possibly achieve a change in climate, fendng will be required." - Explaining the climatic change, Prof. Otterman said, "The restoration of natural vegetation to an area depends on the extent that the ground heats the at- mosphere, because an area covered with vegetation ab- sorbs heat and gives off heat in the atmosphere which creates rain clouds, while an unvegetated -area reflects the sun rays, does not absorb the heat, and thus does not cause rain- fall." year,' Shenker said.- The WZO must act as an encour- aging factor in precipi- tating this. • A travelling exhibition on 30 years of Israel to tour is - being world, the mounted, especially on cam- puses.
